Federal immigration officers were approximately half a mile distant when a man unlawfully present in the United States crashed a vehicle at high speed and perished in Michigan last weekend, authorities disclosed Thursday, endeavoring to refute any assertion that they had been in hot pursuit.
The demise of Mario Coronado Juarez has incensed friends and activists alike, prompting Gov. Gretchen Whitmer to direct state police to investigate the Sunday morning crash in Grand Rapids.
Juarez, a Guatemalan native, was ostensibly not the particular object of the officers' pursuit.
He was, however, operating a vehicle registered to another individual who was likewise present in the United States unlawfully and who wished to return to Guatemala, the Department of Homeland Security recounted in a statement.
“As officers endeavoured to effect the stop in order to ascertain the driver’s identity, the driver of the vehicle absconded at a high rate of speed,” DHS said.
“In the interest of public safety, ICE officers forthwith discontinued the enforcement action.”
"A brief interval thereafter, officers observed smoke approximately half a mile distant from the site of the attempted stop and ascertained that the vehicle had collided with a tree and ignited," DHS said.
The agency stated that officers had endeavoured to render assistance to Juarez and to extinguish the blaze prior to the arrival of Grand Rapids' first responders.
Juarez, who was in his 30s, was pronounced dead at the scene.
ICE officers have trailed and apprehended individuals presumed to be targets who ultimately prove to be someone else.
Yet as the agency undergoes rapid expansion through the recruitment of 12,000 officers, its entrenched practices are attracting heightened scrutiny.
In Evanston, Illinois, a U.S. citizen was left bloodied by the roadside on Sunday following an encounter with immigration officers who had mistaken him for a fugitive, according to police.
Homeland Security stated that the man initially declined to identify himself notwithstanding “lawful commands.”
Grand Rapids Mayor David LaGrand has expressed his endorsement of a state police investigation into Juarez’s death.
The city police department, for its part, asserted that it had played no role on Sunday until it was summoned to the crash site.
“Whilst we remain ignorant of what Mario was thinking and feeling, we know that his death transpired within the context of a national endeavour to instil fear among our immigrant neighbours,” LaGrand said.
Juarez was sustaining a wife and three children through construction work in Grand Rapids, all the while husbanding his earnings toward building a home for them in Guatemala, where they reside, according to Gema Lowe, an immigrant rights activist.
On Tuesday, in a plaza outside city hall, she led a chant of Juarez’s name and asserted that he had perished as a consequence of ICE’s “vicious persecution of immigrant workers.”
Democratic U.S. Rep. Hillary Scholten, representing Grand Rapids, dispatched a meticulously detailed letter to ICE, wherein she included a request that any footage captured by officers be preserved.
