East Potomac Park in Washington, D.C., has long served as an affordable public space for golfers, cyclists, and others.
President Donald Trump now wants to turn its golf course into a world-class venue.
He has visited the site with officials and architects, and he has posted plans online.
Some residents worry the changes will raise fees and reduce public access.
Joe Foley, a retired lobbyist in his 70s, said the plan takes away history and deprives people of an inexpensive place to play.
He had just finished nine holes for $36, including a cart.
The park was created by a congressional act in 1897 for the "recreation and pleasure of the people."
The golf course opened in 1919.
Trump announced his plans in late 2025.
In May, Interior Secretary Doug Burgum unveiled an image of an 18-hole course that he said would offer "championship-quality golf at affordable rates."
A lawsuit argues the redevelopment would violate the original congressional act.
Cyclist Jason Levitt, 54, said the government appears to be playing by a different set of rules.
He has used the park for 20 years and rides there about four times a week.
Ryan Bates, 44, has a private club membership but prefers East Potomac for its location.
He said golf should be approachable for people from all walks of life.
Outgoing Mayor Muriel Bowser said the city could attract world-class golf but still needs public access.
