Meta postponed new rules for its business accounts.
Media companies and open-web groups criticized the rules.
The rules were due to start on Oct. 30.
Critics said the rules let Meta use web scrapers and bots.
These tools collect data from business accounts.
Meta would not pay for the data.
Critics warned Meta could use the content to build competing services.
These services include AI products.
Meta said the update only applies to its ads and business products.
Meta said its use of web crawlers is not changing.
On Oct. 28, a Norwegian court granted a temporary injunction.
The injunction suspends the rules.
The request came from 180 Norwegian media companies.
The Norwegian Media Businesses' Association (MBL) supported them.
MBL chair Lene Eltvik Vindfeld spoke.
She said the court agreed on two points.
Meta holds a dominant market position.
The rules are unreasonable.
On Oct. 30, the U.K. Competition and Markets Authority spoke.
It said it was starting its own investigation.
It said the rules could be an unlawful imposition.
The rules could mean unfair trading conditions.
Meta spokesman Andy Stone spoke.
He said the update was meant to pull accurate product information.
The information comes from third-party websites.
It is for ad and content recommendations.
He said it was not meant to scrape news sites.
His comments followed a Nieman Journalism Lab report.
The lab said the rules could allow scraping news sites.
The scraped content could train AI products.
The lab based this on three legal experts it consulted.
Meta later removed the word "train" from the rules.
On Oct. 29, Meta said it was listening to feedback.
Meta said its existing rules remain in place for now.
The Norwegian MBL said the postponement was not enough.
Its CEO is Randi S. Øgrey.
She said the issue concerns public access to trustworthy journalism.
She listed three demands.
One demand is payment for any use of journalism in AI products.
The Movement for an Open Web spoke.
It called the delay and the CMA investigation a significant win.
But it warned it was only a start.
The European Commission spoke.
It said it had discussed the rules with Meta.
It welcomed the postponement.
