Israeli Prime Minister Benjamin Netanyahu commenced the year by proclaiming that he stood “shoulder to shoulder” with U.S. President Donald Trump as the two nations embarked upon a war against Iran.
Yet this week, with world leaders converging upon New York for the United Nations General Assembly, no arrangements exist for the two men to occupy the same room—or even the same city.
As the war with Iran has protracted, Trump and Netanyahu have diverged over its prosecution, straining the rapport between the two allies.
Netanyahu has likewise encountered global censure, both for Israel’s war in Gaza and for settler violence in the occupied West Bank.
Rather than a packed itinerary, Netanyahu, who arrived on Thursday, was scheduled to meet only a handful of leaders before delivering his speech.
The ostensible rebuff laid bare the extent to which the rapport between Trump and the prime minister has deteriorated.
Within Washington, many identify Netanyahu with the ever more unpopular confrontation with Iran, and Trump has striven to forestall any impression that the Israeli leader had manoeuvred him into a war that Trump had characterised as a “little excursion” lasting but weeks.
Netanyahu’s fleeting sojourn likewise laid bare the extent of his global isolation, three years on from unleashing a punishing war in Gaza in reprisal for the Hamas-led attacks of Oct. 7, 2023.
He confronts an election next month widely construed as a referendum on his culpability for the security failures surrounding the attacks and on his capacity to safeguard Israel’s standing on the world stage.
Throughout the week, as one head of state after another has ascended to the podium, a great many have excoriated Israel’s conduct, particularly in Gaza.
In anticipation of his visit, New York City Mayor Zohran Mamdani exhorted that he be apprehended, contending that the United States ought to honour a warrant for Netanyahu issued by the International Criminal Court.
He stands accused of war crimes and crimes against humanity allegedly perpetrated in Gaza, albeit the United States is not a signatory to the court and New York City is devoid of the authority to detain him.
Nevertheless, the prime minister is a consummate showman, frequently resorting to props and visual aids during speeches delivered in impeccable English to underscore his message.
At last year's summit, a multitude of diplomats staged a walkout whilst he was addressing the assembly.
Yet this is scarcely likely to disconcert him, given that his primary audience comprises Israeli voters.
“He calibrates his oratory such that it is broadcast here during primetime,” remarked Michael Oren, a former Israeli ambassador to the U.S. who served under Netanyahu and resides in Israel.
Yet pundits contend that, absent the customary high-profile conclaves, the excursion could prove detrimental to Netanyahu’s standing domestically.
"I contend that the trip constitutes a misstep, insofar as it lays bare his vulnerabilities," said Eytan Gilboa, an expert on U.S.-Israel relations and professor at Israel's Bar-Ilan and Reichman universities.
While many Israelis perceive the U.N. as inimical to Israel, he added, his inability to secure a meeting with Trump merely underscores how ineptly Netanyahu has stewarded the relationship with his nation’s staunchest ally.
In 2023, U.S. President Joe Biden, though disinclined to receive Netanyahu at the White House, nonetheless availed himself of the opportunity to confer with him on the margins of the U.N. General Assembly.
"Israel cannot survive without the United States," Gilboa said.
The slight in New York follows sharp criticism from Mike Huckabee, the U.S. ambassador to Israel and a longstanding champion of Israeli settlements, directed at the settlers assailing Palestinian communities in the West Bank.
In remarks singular for an ambassador, he characterized the attackers as “terrorists.”
“It is indicative of a more profound schism,” Oren remarked, apropos of Netanyahu’s scant itinerary.
While sojourning in New York on Tuesday, Trump convened with a diverse coterie of leaders hailing from Arab nations, alongside counterparts from Denmark, Japan, Greenland, Ukraine, and Venezuela, among others.
He thereupon expeditiously repaired to Washington to extend a ceremonial welcome to Chinese President Xi Jinping.
For a leader who relishes cultivating the image of a global statesman, it constitutes a “big, big miss for him at a time where he can’t afford misses,” Natan Sachs, senior fellow at the Middle East Institute in Washington, remarked of Netanyahu.
On divers previous sojourns, Netanyahu had convened with a panoply of prominent statesmen, among them Ukrainian President Volodymyr Zelenskyy, Turkish President Recep Tayyip Erdogan and the then-German Chancellor Olaf Scholz.
This year, however, the prime minister’s office asserted that “many world leaders” had requested meetings with Netanyahu during his brief visit, yet maintained that he was operating under a “tight schedule” and was obliged to return to Israel prior to the commencement of the Jewish holiday of Sukkot, which begins at sundown on Friday.
The statement intimated that his schedule played host to leaders hailing from Argentina, Bolivia, Paraguay, Panama, Ethiopia, Greece, Slovenia, and Papua New Guinea.
