For President Donald Trump, getting a new Air Force One from Qatar for free is a very easy choice.

"I would always say yes to an offer like that," the Republican told reporters on Monday. "It would be silly to say, 'No, we don't want a free, very expensive airplane.'"

Some people are worried that this plan could make a symbol of American power around the world become a source of many problems, like issues with rules, safety, and spying.

"This has never happened before," said Jessica Levinson, an expert in the country's laws. "We haven't tried things like this before."

Trump said he would not use the free plane after being president. He said the plane would go to a future presidential library, like President Reagan's old plane went to a museum.

"It will go straight to the library after I stop being president," Trump said. "I will not use it."

But that did not stop people from being angry about the plane.

Republicans in Congress have also said they are not sure about the plan.

Senator Josh Hawley from Missouri said, 'I think Air Force One should be a big, nice plane made in America. That would be best.'

And Senator Rand Paul from Kentucky simply said no. He said it would not look or feel right.

People will probably keep asking Trump about the plane soon when he goes to the Middle East, like when he visits Qatar.

The two planes used as Air Force One are almost 40 years old, and Trump wants to get new ones. When he was president, he showed a model of a new large plane in his office. It had a new colour plan with red, white, and dark blue, like his own plane.

Boeing is changing 747 planes that were made for a Russian airline that closed. But the work has been slow for almost ten years because of problems. For example, a main company they worked with stopped working. Also, it was hard to find and keep good workers who could get special permission.

The new planes will not be ready until Trump is almost finished as president, and he is angry. He said it is "a total mess," and he said Air Force One is not as good as the planes of some Arab leaders.

He said the situation was very different.

Trump said Qatar gave the US a plane to use while they waited for a new one from Boeing.

"We're distributing items at no cost," he stated. "We'll also acquire one for ourselves."

He was angry when people said he should not take the plane. He said it was like small gifts friends give each other when they play golf.

When they say your short putt is good, you pick up the ball, walk to the next hole, and say, 'Thank you,' he said.

John Thune, a senator from South Dakota, said he was not sure.

I understand why he is angry, the Republican told reporters. They are very late with the new Air Force One plane. I don't know if this is the right thing to do.

People say the plane from Qatar is like a "palace in the sky" because it has very nice rooms and the best things inside.

But safety is the most important thing for the president's trips. The Air Force One planes used now were built near the end of the Cold War. They can also get fuel while flying if there is an emergency, but this has never been used when the president was on the plane.

An old US official who knew about the new Air Force One plane said they could add some things to the plane from Qatar, but they could not add everything needed quickly.

An official said it would be dangerous for presidents to use this kind of plane. The official did not want to say their name because the program was secret.

A key part of Air Force One is its good ways to communicate. Presidents can use the plane like a moving office to deal with problems anywhere in the world.

But on September 11, 2001, President Bush was unhappy because he had problems communicating, so he decided to buy better technology in the next few years.

Workers are changing the wires in the new Boeing planes to special protected cables. They are also adding secret security features and communication systems.

Because a president needs to talk safely, some people are worried that Trump would make things less safe by changing the plane too quickly.

William Evanina, who worked for a security group when Trump was president, wrote online that it will take a very long time to take the plane apart and look for secret listening or spy devices.

He said the plane was just an old plane for presidents, like something you see in a museum.

Is this allowed by law or is it good to do?

Even though this president has not always separated his job from his own interests, his plan to get a very big plane as a gift has surprised people in Washington.

The Constitution says that government workers cannot take gifts or money from other countries unless Congress says it is okay.

"This is a good example of what the people who started the country were worried about," said Richard Painter, a law teacher who worked for the government. "But I don't think they thought it would be this bad."

A person from the White House, Karoline Leavitt, said on Monday that they are still deciding about the donation, but they will follow the law.

She said Qatar did not want to influence Trump.

She said they know President Trump and that he always tries to help the American people.

When Trump was president, some people thought he broke a rule about taking money from other countries. This was because he let people like politicians and business people stay at his hotel in Washington, D.C. Trump's lawyers said the rule was not about paying for things like hotel rooms, but only about getting gifts. But some lawyers who work on rules about what is right and wrong did not agree. We don't know if countries like Kuwait, Saudi Arabia, and the Philippines paid the normal price or more when they stayed at the hotel.

In his second term, Trump's family business did a lot of work in other countries. In December, they made an agreement for two building projects in Saudi Arabia with a Saudi company. They worked with this company before on a golf place and houses in Oman. Last month, in Qatar, the Trump Organization said they would build another holiday place near the sea.

Four senators from the Democratic party said that Trump's plan was a problem. They said it was not good for the country and made people trust the government less.

They said that everyone must follow the law, even the president.
