After losing in court, the White House changed the rules for the media on Tuesday. It became harder for news agencies to get close to Donald Trump. This was another time the new government tried to manage the news.

This action would stop the AP and other news groups that reach many readers through different news channels. This happened after a judge said the White House had gone against the group's right to speak freely because they didn't like that the group didn't change the name of the Gulf of Mexico.

The White House has new rules for journalists in small places like the Oval Office and Air Force One. People who saw the plan said the press secretary, Karoline Leavitt, will decide who can ask her boss questions.

The White House did not answer questions on Tuesday evening.

Last week, a judge said the White House was wrong to punish the AP news group. The White House stopped AP reporters from going to events because the AP did not want to change the name of the Gulf of Mexico. The judge said the government must treat the AP the same as other news groups.

The day after the White House did not let AP reporters see Trump and the President of El Salvador, the White House told some journalists about a new rule.

For many years, the White House Correspondents Association has chosen which reporters can go to small events at the White House. They always included reporters from the news agencies AP, Reuters, and Bloomberg. One reporter from a newspaper could also go. They chose a different newspaper reporter from over 30 news companies each time.

The White House will now put the three news services together with newspaper reporters for two places. This means about 36 reporters will share these two regular places. News services usually write stories that many places around the world use.

But the White House said Trump's press secretary can still choose which reporters are in the group each day, even with the changes. The new rule also says reporters can be there even if their news organization has a different opinion.

Lauren Easton from the AP said they were very sad because the White House did not let the AP have access again. Instead, they made rules for all news agencies.

"News agencies work for many news groups in the U.S. and around the world," said Easton, who works for AP. "Newspapers and TV stations in all 50 states use our news to tell people in their areas what is happening."

Easton said on Tuesday night that the government is still not respecting the basic American freedom to speak without the government controlling or punishing people.

The reporters who cover the White House said the government wants to choose which reporters can write about the president. They believe this shows the government might still pick reporters based on what they think, which is not right.

Eugene Daniels, who is the head of the group, said the government should not control the news about itself.

Since Leavitt started, the White House has let news groups that like Trump get closer. We saw this on Tuesday when the first reporter Leavitt talked to at a meeting asked two questions and also said good things about Trump's rules.

On Monday, at a meeting, Trump was angry when a reporter from CNN asked him about a man sent to prison in El Salvador. He said CNN hates the country. He showed that her questions were difficult, but another reporter's question was simple.

Trump talks to the media more than Joe Biden did. He likes to talk in small rooms, like the Oval Office. This makes the new rules about who can talk to him very important.

The new rule that started on Tuesday did not say if photographers could come in. Before, a photographer and a writer from the AP news agency said that not being allowed in has made it hard for them to quickly give news and pictures to people.

The argument started because AP didn't want to change the name of the Gulf of Mexico, as the president wanted. The court said the government cannot punish AP for what it says because they have the right to speak freely.

The White House said that reporters can see the president sometimes, but it's not a right they always have. They can choose who sees the president, like when President Trump talks to one reporter. The White House lawyers later wrote that even after the judge's decision, the Associated Press newspaper might not always be able to go to the president's public events.

The government said that no other news company in the US gets the same special access as the AP did before. The government said the AP might be used to being treated specially, but the Constitution does not say this has to last forever.

The government did not agree with McFadden's decision. They will go to court on Thursday. They will ask the court to stop the decision until the case is completely finished.

The government has not stopped the AP from going to Leavitt's meetings for two months. But it stopped AP reporters with White House passes from going to events in the East Room. On Tuesday, one reporter was allowed to go to an event with the Navy football team.
