The U.S. Justice Department sent subpoenas to California officials on Thursday.
This increases its checks on local elections.
All four U.S. attorneys in California sent the subpoenas.
A person with knowledge said this.
The person did not want their name used.
Reporters got copies of two subpoenas.
These went to workers at the Los Angeles County Registrar-Recorder.
The subpoenas order the workers to come to court on Nov. 4.
That is the day after the election.
Dean Logan is the Los Angeles County registrar.
He said threats and fear have no place in elections.
The subpoenas came after a federal judge named a special master earlier on Thursday.
U.S. District Judge David O. Carter named Daniel B. Garrie.
Garrie will check claims by the Trump administration.
The claims say California has about 20,000 noncitizens on its voter rolls.
Carter said the special master will "develop the factual record" for the court.
The judge named him less than 24 hours after Carter said no to a Justice Department demand.
The department wanted California to hold the ballots.
This would last until citizenship can be checked.
Carter was named by Democratic President Bill Clinton.
Carter said the department's demands broke the National Voter Registration Act.
The law blocks changes to voter rolls or election rules within 90 days of an election.
He also questioned the department's list.
Both sides agree the list has some citizens on it.
The number is not clear.
He said moving the ballots now could take away citizens' right to vote.
He said it could "wreak havoc" on certification.
The 20,000 people on the list are only a small part of California's 23 million voters.
The Trump administration asked the 9th Circuit Court of Appeals to rule fast.
It wants to know if it can briefly stop California from counting the disputed ballots.
The Justice Department made a filing late on Wednesday.
It said a ruling is needed because of "irreversible ballot processing occurring on an ongoing basis."
Trump told reporters that California's elections are "extremely corrupt."
He said the judge should not have ruled as he did.
He also said, without evidence, that there are "millions, in my opinion" of "bad ballots" in the state.
Carter will rule on the government's new request for a preliminary injunction.
This will come after a Nov. 13 hearing with evidence.
