Trump wanted people to show they were citizens to vote, and he wanted votes to arrive by Election Day. He also said states would only get money for elections if they followed his new rules. The White House said this would make elections "free and fair." But the judge said the President cannot make these changes. The judge also stopped the part of Trump's plan that said votes arriving after Election Day would not be counted. This is the second time a judge has stopped parts of Trump's election plan.
