After losing a court case about news access, the White House announced new rules on Tuesday. These rules significantly limit how news agencies can get information about Donald Trump. This is the latest effort by the new government to manage how the news covers its actions.

This decision would stop the AP and other news groups that give news to many people through many news places. This happened after a judge said the White House had gone against the group's right to speak freely by stopping them. The judge said they were stopped because the White House did not like that the group chose not to change the name of the Gulf of Mexico.

People who have seen the plan say the White House will make a new rule for reporters in small places like the Oval Office and Air Force One. The White House also says the press secretary, Karoline Leavitt, will decide who can ask her boss questions.

The White House did not answer questions on Tuesday evening.

A judge said last week that the White House was wrong to stop reporters from the AP news group from covering events. The judge said the White House must treat the AP the same as other news groups.

The day after the White House did not let AP reporters attend a meeting, they told some journalists about a new plan.

For many years, the White House Correspondents Association has chosen which reporters can go to events where there is not much space. They always chose reporters from AP, Reuters, and Bloomberg. One reporter from a newspaper was also chosen from over 30 different news groups. They took turns being chosen.

The White House will now put the three news agencies with newspaper reporters for two places. This means about 36 reporters will take turns using the two places regularly. These news agencies write stories for many different places.

Even with the changes, the White House said Trump's press person will still decide which reporters can be in the group each day. The new rule also says reporters can be there no matter what their news company thinks.

Lauren Easton from the AP said they were very unhappy because the White House did not let the AP have access again. Instead, the White House made rules for all the news agencies.

"News agencies work with many news companies in the U.S. and around the world," said Easton, who works for AP. "Local newspapers and TV stations in all 50 states use our news to tell people in their areas what is happening."

Easton said on Tuesday night that the government is still not respecting the basic American right to speak freely without being controlled or punished by them.

The reporters who write about the White House said the government wants to pick which reporters can cover the president. They think this means the government might still choose reporters based on what they think.

Eugene Daniels, who is the head of the group, said the government should not control the free media that writes about it.

When Leavitt was in charge, the White House let news groups that liked Trump get closer. You could see this on Tuesday. The first reporter Leavitt spoke to at a meeting asked two questions and also said good things about Trump's plans.

On Monday, during a meeting, Trump was angry when a reporter from CNN asked about a man sent back to prison in El Salvador. He said that CNN "hates our country." He also showed that her questions were not as easy as a question from another reporter.

Trump talks to the media more than Joe Biden did. He likes to talk in small rooms, like the Oval Office. This makes the new rules for talking to the media very important.

The new rule from Tuesday did not say how photographers can get in. Before, a photographer and writer from the Associated Press said in court that the ban made it hard for them to quickly share news and photos with people.

The problem started because AP did not follow the president's order to change the name of the Gulf of Mexico. AP said that Trump wanted to call it the Gulf of America. McFadden agreed that the government cannot punish the news group for speaking freely.

The White House believes they can choose which reporters can be close to the president, just like they choose who gets special interviews. His lawyers wrote that even after the judge's decision, it will not always be simple for AP to attend public events with the president.

The government said, "No other news group in the US gets the same easy access that the AP used to get. The AP might be used to being special, but the Constitution does not say it must always be like that."

The government did not agree with McFadden's decision. They will go to a higher court on Thursday. They will ask the court to stop the decision for now. This will happen until the whole case is finished. Maybe the U.S. Supreme Court will finish it.

The White House has let AP reporters go to Leavitt's meetings for the last two months. But they could not go to events in the East Room until Tuesday. On Tuesday, one reporter was allowed to go to an event with the Navy football team.
