After losing a court case about reporters' access to the president, the White House announced new rules on Tuesday. These rules significantly limit access to Donald Trump for news agencies that provide news to media outlets globally. This was the latest effort by the new administration to manage how its activities are reported.

This change would stop the AP and other news services that share news with many people through thousands of news channels. This happened after a judge said the White House was wrong to stop them because they did not like that the organization chose not to change the name of the Gulf of Mexico.

The White House has a new plan for reporters. In small places like the Oval Office and Air Force One, the press secretary, Karoline Leavitt, will decide who can ask the president questions. People who have seen the plan said this.

The White House did not answer questions about it on Tuesday evening.

Last week, a judge said the government was wrong to stop AP reporters from going to events. This was because the AP did not want to call the Gulf of Mexico by a different name. The judge said the government must treat the AP like other news groups.

The day after the White House did not let AP journalists meet the President, they gave a new plan to some journalists.

For many years, a group of reporters at the White House has decided which reporters can go to small events. They always chose reporters from AP, Reuters, and Bloomberg. One reporter from a newspaper or magazine was also chosen from more than 30 different news groups. They took turns being chosen.

The White House will now put three news agencies together with newspaper reporters for two places. About 36 reporters will take turns using these two places regularly. News agencies usually write stories that are used in many places around the world.

Even with the changes, the White House said Trump's press secretary can still choose which reporters are in the group each day. The new rule also says reporters can be in the group even if their news company has different ideas.

Lauren Easton from the AP said they were very sad because the White House did not let the AP have access again. Instead, the White House limited all the news agencies.

Easton from AP said that news agencies work for many news companies in the U.S. and around the world. Newspapers and TV stations in every state use their news to tell people what is happening.

Easton said on Tuesday night that the government is still not respecting the basic American right to speak freely, without being stopped or punished by the government.

The reporters who work at the White House said the government wants to choose which reporters can write about the president. They are worried the government will still choose based on what people think, which is not fair.

Eugene Daniels, who is the head of the group, said the government should not tell the independent media what to do.

With Leavitt, the White House lets news groups that like Trump get more access. You could see this on Tuesday. The first reporter Leavitt spoke to asked two questions and also said nice things about Trump's ideas.

On Monday, during a meeting, Trump was angry when a CNN reporter asked him questions about a man sent back to prison in El Salvador. He said CNN hated the USA. He said her questions were different from another reporter's easier question.

Trump talks to the media more often than the president before him, Joe Biden. He likes to talk in his office, especially in the Oval Office. This makes the new rules about talking to the media more important.

The new rule that started on Tuesday didn't say anything about photographers being able to go in. Before this, in a court meeting about AP's problem, the main photographer, Evan Vucci, and a reporter, Zeke Miller, said that the ban has made it hard for the news company. This company needs to send news and pictures to people quickly.

AP did not want to change the name of the Gulf of Mexico, as the president asked. A judge said the government cannot punish AP for this because they have the right to speak freely.

The White House said that letting journalists get close to the president is a special chance, not a right. They think they should choose which journalists can be close to him, just like they choose who Trump talks to alone. Trump's lawyers said in court that the Associated Press might not always find it easy to attend public presidential events, even after the judge made his decision.

The government said no other news group in the U.S. gets the same special access as the AP did before. They said the AP might be used to being special, but the Constitution does not say this must always continue.

The government doesn't agree with McFadden's decision. They want to stop it for now. On Thursday, they will go to a court to ask them to wait. They want to wait until the case is completely finished, maybe by the highest court in the USA.

The government has not stopped AP reporters from going to Leavitt's meetings for two months. But they could not go to events in the East Room until Tuesday. On Tuesday, one reporter could go to an event with the Navy football team.
