A pilot initiative between the United Kingdom and France, designed to curtail the influx of migrants traversing the English Channel in small vessels, has been abandoned, Britain’s government announced Wednesday.
In an official statement, the Home Office characterised the so-called “one in, one out” arrangement as one that is “no longer processing new cases.”
Under the proposed arrangement, those who have reached the U.K. by undertaking the perilous crossing of the Channel could be subject to detention and subsequent removal to France, in exchange for a commensurate number of asylum seekers who had applied via a safe and lawful route.
Pursuant to the arrangement, some 1,500 individuals have repatriated to France, whilst a marginally smaller contingent has been transferred to the U.K.
The arrangement was designed to endure for three years, albeit a clause existed permitting the parties to terminate it prematurely.
"We persist in our endeavours alongside France to combat unremittingly the crossings of small boats, and we have made tangible strides," the Home Office said in a statement.
Albeit the scheme has since been rendered defunct, the Home Office intimated that deportation flights will persist in the ensuing weeks for those already held in detention.
The present landscape diverges markedly from that of the preceding year.
The number of individuals undertaking the crossing has plummeted this year to a five-year nadir, attributable to a confluence of factors, among them intensified police patrols and augmented surveillance in northern France.
Thus far this year, approximately 19,000 people have made the crossing — a decline of roughly 40% relative to the corresponding period last year.
The perils inherent in such crossings were starkly exemplified on Monday, when a ten-year-old child and two women perished — apparently trampled to death aboard a vessel crammed with upwards of 100 individuals.
Anglo-French collaboration on stemming the flow of small boats foundered in the wake of the U.K.’s rancorous withdrawal from the European Union in 2020, yet over the past few years the two nations have concluded a series of accords aimed at grappling with the problem.
In recent years, the crossings of small boats have crystallised into a politically charged issue of considerable potency in the U.K.
The indignation provoked by what has appeared to be the incapacity of successive governments to grapple with the matter has underpinned a succession of demonstrations and riots and has propelled the ascendancy of the hard-right Reform UK party.
