Aid groups said Friday that Israel's plans for giving help in Gaza will cause more suffering and death. They asked Israel to let more food and supplies into Gaza.

Mike Huckabee, the U.S. ambassador to Israel, said a new American way to give help would begin soon. He asked the U.N. and other groups that give help to join. But the U.N. said no. They said the system uses help like a weapon, could make many Palestinians leave their homes, is not fair, and cannot give enough help.

Every day in Gaza, it is very difficult for people to get food. Thousands of Palestinians went to a place in Khan Younis where a charity gives food. They pushed and waved their pots to get some pasta. These places are almost the only way for the 2.3 million people in Gaza to eat. But many have closed because there is not enough food due to Israel's blockade. Groups that help people say more places will close very soon.

Raed al-Zaharna and his children did not get any food because all the meals for the day were gone. He thought, "What can I give them to eat? I have nothing."

Since March 2, Israel has stopped food, medicine, fuel, and other things from going into Gaza. They say they are doing this to make Hamas let go of people they are keeping and stop fighting. Israel also started fighting again after they had stopped, bombing Gaza and taking control of big parts of the land. Some groups say stopping supplies is a way to make people hungry and might be a war crime.

Israel said it will not give aid again until a new way of giving it out is ready. This new way will replace the large system run by the U.N. and other groups that help people. Israel says that Hamas and other fighter groups are taking the aid, but it has not shown proof. The U.N. says that not much aid is being taken. They say they watch how it is given out.

"Help for people in need should never be used to get something else," said James Elder from UNICEF in Geneva. "There is an easy way. Stop blocking things, let help come in, and save lives."

Huckabee mentioned that more information about the new system supported by the U.S. would be shared in the next few days. He added that deliveries are expected to start very soon, but he didn't provide a specific date.

He said it would be separate from Israel, and Israel would not help give out the aid. He said private companies would protect the aid inside, and the Israeli army would watch the outside areas from far away. He also repeated what Israel said, that this was needed because Hamas was taking the aid.

I know it won't be perfect at the start, Huckabee said.

A new group from the U.S. called the Gaza Humanitarian Foundation, or GHF, wants to start a plan to give help. They want to give help in a way that Israel asked for, according to papers seen by The Associated Press. The group has Americans who work in security, people who used to work for the government, former soldiers, and people who help others.

GHF said they would start with four places to give out help. Private guards would watch these places. Each place would help 300,000 people. This would help about half the people in Gaza. Huckabee said they will make the system bigger when they can.

Aid workers warn that Palestinians would have to relocate to aid distribution centers or travel long distances to reach them. They say this could lead to forced displacement, leaving large areas of Gaza with fewer people. Although the locations for these centers are not yet confirmed, aid workers report that based on information they have received, it seems none will be in northern Gaza, where hundreds of thousands of Palestinians reside.

During the war, Israel has often told people in the north, like in Gaza City, to go away. They say it is safer for them because their soldiers are fighting Hamas.

Elder said the plan would make people move from their homes for political and military reasons. He said that the weakest people, like children, old people, and sick people, might not be able to get to the centers.

Last month, 20 groups helping people in Gaza said the plan would make Palestinians live in small areas like prisoners.

Aid workers say Israel told UN officials they want to check who gets help. People worry Israel might stop help for some because of politics or the army. But the GHF plan says help should go to people who need it.

Elder also said that ordinary people will be in danger if they try to get help in areas where there are soldiers.

Elder said, "More children could get hurt or even die because of this plan."

People who help others say the new system will not give enough aid. Aid groups have given food, water, and other things at many places in Gaza. They also help hospitals and places where people can stay safely.

UNRWA, the main UN group helping Palestinian refugees, led the operation. Last year, Israel stopped UNRWA from working, saying some staff were part of Hamas. UNRWA has over 10,000 workers in Gaza. They said they quickly fire anyone thought to be linked to fighters. They also said Israel has not shown them proof for its claims.

Juliette Touma, who speaks for UNRWA, said the group helps the most people. She also said it is very hard to do any help work without UNRWA.

Ruth James works for Oxfam and helps people in the region. She said that they need big groups of people to help everyone. She said this takes time and skill. She also said that a new system that starts too fast, without people who know how to help and without people in the area trusting it, will not be able to help everyone.

Huckabee asked UN groups and aid groups to help with the new plan.

Jens Laerke, who works for the U.N. aid office, said on Friday that the U.N. is still worried after many talks with Israeli officials. He said that stories about a lot of aid being stolen are not correct.

Hundreds of trucks with help cannot go into Gaza every day. This is the main reason why people there need help.
