After losing a court case, the White House made a new rule about the media. This rule makes it harder for news groups to see Donald Trump. These news groups give news to media all over the world. This was the new government's latest try to control what the news says about them.

This action would stop the AP and other news groups that reach many readers through thousands of news places. This happened after a judge said the White House had broken the organization's right to speak freely. They stopped it because they didn't like that the news place didn't want to change the name of the Gulf of Mexico.

People who saw the plan said the White House has a new rule for reporters in small places like the Oval Office and Air Force One. The White House also said that the press secretary, Karoline Leavitt, will decide who can ask questions to her boss.

The White House did not answer questions on Tuesday evening.

Last week, a judge said the White House was wrong to stop the news company AP from covering events. The White House did this because AP did not want to change the name of the Gulf of Mexico. The judge said the White House should treat AP the same as other news companies.

The day after the White House did not follow a judge's order and kept AP from a meeting, they gave information about a new plan to some reporters.

For many years, a group of reporters at the White House has chosen reporters for small events. They always choose reporters from AP, Reuters, and Bloomberg. Also, one reporter from newspapers can go. They choose this reporter from over 30 different news groups, and they take turns.

The White House says that three news agencies will share two places with other reporters. This means about 36 reporters will take turns for these two places. News agencies write stories that many different newspapers and websites use.

But even with the changes, the White House said Trump's press secretary can still choose which reporters are in the group each day. The new rule also says reporters can be included even if their news organization has different opinions.

Lauren Easton from the AP said they were very unhappy because the White House didn't let the AP back in. Instead, they limited all news services.

News services like AP work with many news groups in the U.S. and around the world," said Easton, who speaks for AP. "Local newspapers and TV use our news in all 50 states to tell people in their areas what is happening.

Easton said on Tuesday night that the government is still not respecting the basic American right to speak freely without being controlled or punished by the government.

The reporters who cover the White House said the government wants to decide which reporters can write about the president. They think this means the government might still choose reporters based on what they believe.

Eugene Daniels, the head of the group, said the government should not tell the independent news what to write about it.

When Leavitt started, the White House let news companies that like Trump visit more often. We saw this on Tuesday when the first reporter Leavitt spoke to asked questions and also said good things about Trump's ideas.

On Monday, at a meeting, President Trump became angry when a CNN reporter asked him about a man who was sent to prison. He said CNN hated the country. He also said her questions were difficult, unlike the easy questions from another reporter.

Even though there were some disagreements, Trump talked to the media more than the president before him, Joe Biden. He often liked to talk in small rooms, like the Oval Office. This means the new rules about who can talk to him are more important.

The new rule from Tuesday did not talk about photographers.

The problem started because AP did not follow the president's order to change the name of the Gulf of Mexico. But AP did say that Trump wanted it called the Gulf of America. McFadden agreed with AP. He said the government cannot punish the news group for what they say because they have the right to speak freely.

The White House said that journalists can only see the president if they are allowed. This is like how the president chooses who he talks to alone. His lawyers said that even after the judge's decision, the AP will not always be able to easily go to presidential events.

The government said no other news group in the US gets the same special access as the AP used to get. They said the AP might like being treated specially, but the Constitution doesn't say this has to last forever.

The government has asked a higher court to look at McFadden's decision. They will be in court on Thursday. They want to stop the decision until they finish talking about the case, maybe in the highest court in the US.

The government has not stopped AP reporters from going to Leavitt's meetings for the last two months. But they have stopped them from going to events in the East Room. This changed on Tuesday, when one reporter was allowed to go to an event with the Navy football team.
