The White House is making a new rule about who can report the news in small places like the Oval Office and Air Force One. People who have seen the plan say that the press secretary, Karoline Leavitt, will decide which reporters can ask her boss questions.

The White House did not answer questions on Tuesday evening.

A judge said last week that the White House was wrong to stop Associated Press (AP) reporters from working. This happened because the AP did not change the name of the Gulf of Mexico. The judge said the government must treat the AP like other news groups.

The day after a judge said the White House could not stop AP reporters, the White House told some journalists about a new rule.

For many years, a group called the White House Correspondents Association has chosen a small number of reporters for events with limited space. They always included reporters from news agencies like AP, Reuters, and Bloomberg. They also chose one reporter from a newspaper, picking a different one each time from over 30 different news groups.

The White House says it will put reporters from three news services together with other reporters for two places. This means about 36 reporters will take turns using these two places. News services write stories that many newspapers and websites can use.

The White House said Trump's press secretary will still choose which reporters can be there each day. Also, reporters can come in even if their news company has different opinions.

The AP said they were very sad because the White House did not let them have access again. Instead, the White House stopped access for all news services.

Easton, who works for AP, said that their news agency works with many news companies in the US and around the world. Newspapers and TV stations in all 50 states use their news to tell people in their areas what is happening.

Easton said on Tuesday night that the government is still not respecting the basic American right to speak freely without being punished by the government.

A group of reporters said the government wants to choose which reporters can write about the president. They think this means the government might still choose reporters based on their opinions.

Eugene Daniels, who is the head of the group, said the government should not control the news that is free to report on them.

When Leavitt was in charge, the White House let news channels that liked Trump get closer. We saw this on Tuesday. The first reporter Leavitt spoke to during a meeting asked two questions and also said good things about Trump's plans.

On Monday, during a meeting, Trump was angry with a reporter from CNN, Kaitlan Collins. She asked him about a man who was sent to prison in El Salvador. Trump said CNN 'hates our country.' He said her questions were harder than a question from another reporter.

Trump talks to the media more than Joe Biden. He likes to talk in small rooms, like the Oval Office. This makes the new rules about talking to the media very important.

The new rule on Tuesday didn't talk about photographers. Before this, in court, a photographer and a writer from AP news agency said the rule makes their work difficult. AP needs to send news and pictures to people quickly.

The problem started because AP did not follow the president's order to change the name of the Gulf of Mexico. AP style says that Trump wants to call it the Gulf of America. McFadden agreed with AP. He said the government cannot punish a news group for what it says. This is their right to speak freely.

The White House thinks that letting reporters see the president is a special thing, not a right. They want to choose who can see the president, just like they choose who gets interviews.
