Former Cuban president Raúl Castro faces new charges in Florida linked to the 1996 shootdown of civilian aircraft piloted by exiles based in Miami, after the US government formally accused the former leader earlier this year.

Florida's attorney general, James Uthmeier, accused Castro, 95, on Monday of directing spies in order to infiltrate the exile group Brothers to the Rescue and of ordering the attack on their planes.

The state charge of conspiracy to commit first-degree murder rests largely on a federal indictment announced in May that included charges of murder and destruction of an aircraft.

Uncertainty persists over whether Castro will ever set foot in a US courtroom.

Uthmeier indicated that the arrest warrant will reduce Castro's ability to leave the island nation and will bar him from travelling to any territory that has an extradition agreement with the United States.

"I don't overlook the fact that Raúl Castro is a man of advanced age who is probably not looking to walk into Miami of his own accord," Uthmeier said.

"I think others would bring him before a court of law before he would do so himself, but at the end of the day, we are ready to prosecute the case."

According to the state complaint, Castro was minister of the Revolutionary Armed Forces and first vice president of Cuba when he gave the final authorization to shoot down the planes.

Investigators noted that agents of Cuba's Directorate of Intelligence, who were operating as part of the Wasp Network in the Miami area and the Florida Keys, infiltrated Brothers to the Rescue and reported the flight plans.

Well outside Cuba's territorial waters, Cuban MiGs destroyed two of the civilian aircraft with air-to-air missiles, killing their four occupants, according to the complaint.

Both aircraft were moving away from Cuba and received no warning at all, despite having maintained contact with Havana air traffic control, according to US officials.

The Cuban president, Miguel Díaz-Canel, dismissed the federal indictment from earlier this year as a political ploy whose sole purpose was "to justify the folly of a military aggression against Cuba".

He accused the United States of lying and of manipulating the events surrounding the shootdown.

"Our historic federal indictment laid the groundwork, and James and his team have now taken the important step of filing charges under Florida law," declared Jason Reding Quiñones, the U.S. Attorney for the Southern District of Florida, at a press conference.

Castro assumed the presidency in 2006 in place of his older brother, Fidel Castro, who was ill, before handing over power in 2018 to a trusted loyalist, Díaz-Canel.

Although he stepped down in 2021 as head of the Communist Party of Cuba, it is widely believed that he wields power behind the scenes, which is underscored by the prominence of his grandson, Raúl Guillermo Rodríguez Castro.

Meanwhile, the US president, Donald Trump, has been threatening military action in Cuba ever since US forces captured the former Venezuelan president Nicolás Maduro, who had been the Cuban government's former sponsor.

After overthrowing the Venezuelan leader earlier this year, the White House ordered a blockade that cut off fuel shipments to Cuba, which caused severe blackouts, food shortages and an economic collapse across the island.
