Investigators are still trying to determine why an Amazon cargo jet overshot a runway in Miami on Sunday, killing five people on the ground.
The Boeing 767 hit a van carrying a cleaning crew on airport property, then crashed through a fence and struck an SUV on a public street.
Five people in the van died, while two others survived.
The pilot and co-pilot also lived.
The plane was landing after a two-hour flight from Puerto Rico as storms gathered near the airport.
It traveled about 1,300 feet past the end of the runway.
National Transportation Safety Board Chairwoman Jennifer Homendy called the scene "utter devastation," noting jet fuel remained around the wreckage 24 hours later.
Experts who reviewed video said a strong tail wind likely pushed the plane far down the runway.
The plane stayed airborne without lowering its nose to land.
It is unclear why the pilot did not abort the landing.
Air traffic controllers had not changed the approach direction to let the plane land into a headwind.
The crash closed the airport for hours, canceling more than 225 flights.
The five victims were employees of Professional Ocean Service Corp., a plane-cleaning company.
Amazon said it is cooperating with the investigation.
The NTSB will review the jet's history, maintenance records, and operations by 21 Air, the cargo carrier that flew it.
The agency will also examine the lack of a runway safety system, which Miami does not have.
Homendy said such systems must be installed to prevent future tragedies.
