For President Donald Trump, it would be very easy to accept a free replacement for Air Force One from Qatar.
"I would definitely accept an offer like that," the Republican told reporters on Monday. "It would be silly to say, 'No, we don't want a free, very expensive airplane.'"
Critics are concerned that the plan might change a global symbol of American power into something with many ethical, legal, security, and intelligence issues.
"This is something we haven't seen before," said Jessica Levinson, a law expert at Loyola Law School. "We haven't tried these things before."
Trump tried to reduce the disagreement by saying he wouldn't use the Boeing 747 plane he was given after his time as president. Instead, he said the expensive plane would be given to a future presidential library, like the Boeing 707 plane used by President Ronald Reagan, which was taken out of service and put in a museum.
"It would go straight to the library when I leave office," Trump said. "I wouldn't be using it."
But that didn't really stop the arguments about the plane. Democrats are all very angry, and even some people who support the Republican president are concerned. Laura Loomer, a well-known conspiracy theorist who has tried to get rid of officials she didn't trust in the government, wrote online that she would "take a bullet for Trump" but said she was "very disappointed."
Republicans in Congress have also shown some uncertainty about the plan.
Missouri Senator Josh Hawley said he thinks it would be best if the presidential plane, Air Force One, was a big, nice jet made in the USA.
And Senator Rand Paul from Kentucky directly said he would not agree to Trump accepting the plane. When asked to explain why, Paul answered: “I don’t think it looks or feels right.” The Republican simply moved his shoulders when a reporter asked if there were “questions about the constitution.”
Trump will probably be asked many questions about the plane in the next few days while he is travelling in the Middle East, for example when he visits Qatar.
The two planes that the US President uses have been used for almost 40 years, and President Trump really wants to get new ones. When he was president the first time, he showed a model of a new large plane in his office. This model had new colours that were similar to the red, white and dark blue of his own plane.
Boeing has been updating 747 planes that were built for a Russian airline that no longer exists. But the project has been delayed for almost ten years due to several problems. These problems include a main supplier going out of business and the difficulty of finding and keeping skilled workers who can pass the required security checks.
The new planes won't be ready until near the end of Trump's time in office, and he's tired of waiting. He has called the situation "a complete mess" and said that Air Force One is not as good as the planes used by some Arab leaders.
"It's a completely different scenario," he stated.
Trump said Qatar, which has the biggest U.S. military base, offered another plane to use while the government waited for Boeing to finish.
"We distribute complimentary items," he stated. "We'll also acquire one for ourselves."
He got angry when people suggested he should not take the plane, saying it was like getting special favors on the golf course.
"When they tell you to pick up your ball, you take it and go to the next hole, saying 'Thank you'," he explained.
A top senator, John Thune from South Dakota, said he had doubts.
"I understand why he is frustrated. They are very late in giving the next Air Force One," the Republican politician told journalists. "If this is the best answer or not, I am not sure."
Is the safety of the new aircraft guaranteed?
People have called the Qatari plane a "palace in the sky" because it has very comfortable rooms and excellent quality features.
However, safety is the main worry for presidential trips. The current planes used for Air Force One were specially built towards the end of the Cold War. They are protected against a nuclear explosion and have many safety features, like protection from missiles and a place to do surgery inside. They can also refuel in the air if needed, but this has never been used with a president on the plane.
A former U.S. official who knew about the plan to replace Air Force One said it would be possible to add some features to the Qatari plane, but they couldn't add all the necessary features to the plane quickly.
The official, who didn't want to be named because the program is sensitive, said it would be risky for presidents to fly on that kind of plane.
A very important thing about Air Force One is its good communication systems. This means the president can deal with important problems from anywhere in the world.
However, on September 11, 2001, President George W. Bush had problems with communication and ordered big technology improvements over the next few years so the president could better follow events and talk to people globally.
Boeing is building new planes. Workers are taking out the old wires and putting in special protected wires. They are also adding secret security features and communication systems to the plane.
Some people are concerned that changing the Qatari jet too quickly could make it less safe for the president, who needs to communicate clearly and securely.
"Checking the plane for listening or spy devices will take a long time," wrote William Evanina, who was in charge of the National Counterintelligence and Security Center during Trump's time as president.
He said the plane should only be thought of as "a pleasant old museum piece for the president."
Is this allowed by law or is it morally right?
Even though this president has often confused the difference between working for the public and making money for himself, his plan to get a large plane as a gift has still shocked people in Washington.
The Constitution says that government officials cannot accept gifts or money from foreign governments unless Congress allows it.
"This is a clear example of what the founders were worried about," said Richard Painter, a law professor at the University of Minnesota and former head of White House ethics under Bush. "But I don't think they thought it would get this bad."
The White House spokesperson, Karoline Leavitt, told Fox News on Monday that they are still working out the details of the donation, but they will follow the law completely.
She didn't believe that Qatar wanted to influence Trump.
"They are familiar with President Trump and understand that he focuses on the interests of the American people," she stated.
During his first term, Trump had a legal issue about payments because he let lobbyists, business leaders, and diplomats stay at his hotel in Washington, D.C. His lawyers claimed that the people who started the country did not want to stop payments for services like hotel rooms, only actual gifts. But some lawyers who work with rules about right and wrong did not agree. It is not clear if countries like Kuwait, Saudi Arabia, and the Philippines paid the normal price or more when they used the hotel.
During his second term, Trump's family business has been very active in other countries. For example, in December, they made a deal for two property projects in Riyadh, Saudi Arabia, with a Saudi company they had worked with before on a golf resort in Oman. Last month, the Trump Organization also announced a new resort on the coast in Qatar.
Four Democratic senators on the Foreign Relations Committee – Brian Schatz, Chris Coons, Cory Booker, and Chris Murphy – released a statement. They said Trump’s plan creates a clear conflict of interest. They also said it raises serious questions about national security, allows foreign influence, and reduces public trust in our government.
They said that everyone must follow the law, even the president.
