For President Donald Trump, taking a free Air Force One from Qatar is an easy decision.

"I would definitely take that kind of offer," the Republican told reporters on Monday. "It would be silly to say no to a free, very expensive airplane."

Critics are concerned that the plan might change a global symbol of American power into something with many ethical, legal, security, and intelligence issues.

"This is something we haven't seen before," said Jessica Levinson, a law expert at Loyola Law School. "We haven't tried these limits before."

Trump tried to reduce some of the disagreement by saying he would not use the free Boeing 747 plane when his time as president finishes. He said that the plane, which costs $400 million, would instead be given to a future library about a president, like the Boeing 707 plane used by President Ronald Reagan was stopped from flying and shown in a museum.

Trump stated, "It will go straight to the library after I finish my time in office. I will not be using it."

However, this did not stop the strong disagreement about the plane.

Republicans in Congress have also said they have some questions about the plan.

Missouri Senator Josh Hawley said, "I think it would be best if Air Force One was a big, nice plane made in the United States. That would be great."

Kentucky Senator Rand Paul said clearly that he would not support Trump taking the plane. He explained that it "doesn't look or smell good." When a reporter asked about possible constitutional problems, he just shrugged.

Trump will probably be asked repeatedly about the plane during his trip to the Middle East, which includes visiting Qatar.

The two planes used as Air Force One have been flying for almost 40 years, and Trump wants to change them. In his first four years as president, he showed a model of a new big plane, painted in colors similar to his own plane.

Boeing is updating 747 planes that were built for a Russian airline that no longer exists. But the project has been delayed for almost ten years because of several problems. These include a main supplier going bankrupt and the difficulty of finding skilled workers who can get important security permissions.

The new planes will not be ready until Trump's presidency is almost over, and he is very impatient. He said the situation is "a complete mess," and he complained that Air Force One is not as good as the planes used by some Arab leaders.

"It's a completely different scenario," he stated.

Trump said Qatar, which has the largest U.S. military base in the Middle East, offered another plane to use while the government waited for Boeing to finish.

"We distribute items without charge," he stated. "We'll also acquire one for ourselves."

He got angry when people suggested he should not accept the plane, saying it was like getting favors on the golf course.

"When they say you can take a shot, you do it and move to the next hole, saying 'Thanks very much,'” he explained.

Senator John Thune from South Dakota was not sure.

The Republican politician told reporters, "I understand why he is frustrated. They are very late in giving the next Air Force One plane. I am not sure if this is the correct answer or not."

Is the safety of the new aircraft assured?

People have called the Qatari plane a “palace in the sky” because it has very comfortable rooms and the best quality materials.

However, safety is the most important thing for a president's trip. The current planes, called Air Force One, were specially built towards the end of the Cold War. They are designed to survive a nuclear explosion and have many security systems, like protection against missiles and a medical room inside. They can also refuel in the air if needed, though this has never happened with a president on board.

A former U.S. official who knew about the Air Force One replacement plan said they could add some features to the Qatari plane, but they couldn't add all the necessary capabilities quickly.

The official, who didn't want to be named because the program is secret, said it would be risky for presidents to use that kind of jet.

A key part of Air Force One is its communication systems, which allow the president to manage problems anywhere in the world.

However, after the attacks on September 11, 2001, President George W. Bush was unhappy with the communication systems. He ordered major technology improvements in the following years so the president could follow events and talk to people around the world.

Boeing is making changes to the new planes being built so that workers can change the normal wires for special protected cables. They are also adding secret security features and ways to communicate.

Because a president needs to communicate clearly and safely, some people are afraid that Trump would make things less safe by quickly changing the plane.

"Checking the plane carefully for listening or spy devices will take a long time," wrote William Evanina, who was the head of the National Counterintelligence and Security Center under President Trump.

He said the plane should just be seen as "a nice museum piece for presidents."

Is this allowed by law or is it morally right?

Even though this president has often mixed his public job with his personal business, Trump's plan to get a very large plane as a gift has surprised many in Washington.

The Constitution says that government officials cannot accept valuable gifts or money from foreign governments unless Congress agrees.

"This is a clear example of what the people who started the country were worried about," said Richard Painter, a law professor and former government ethics advisor. "But I don't think they thought it would become this bad."

The White House spokesperson, Karoline Leavitt, told Fox News on Monday that they are still deciding the exact details of the donation, but it will follow all the laws.

She said it wasn't true that Qatar wanted to influence Trump.

"They know President Trump, and they know he always thinks about what is best for the American people," she said.

During his first term, Trump had legal problems about payments because he allowed lobbyists, business people, and diplomats to stay at his hotel in Washington, D.C. His lawyers said that the people who started the country only wanted to stop direct gifts, not normal business deals where people paid for things like hotel rooms. But some ethics lawyers did not agree. We also don't know if countries like Kuwait, Saudi Arabia, and the Philippines paid the usual price, or more, when they used the hotel.

During his second term, Trump's family company did a lot of business in other countries. For example, in December, they made an agreement for two building projects in Saudi Arabia with a company they had worked with before on a golf resort in Oman. Also, last month, the Trump Organization announced a new resort in Qatar.

Four Democratic senators on the Foreign Relations Committee—Brian Schatz, Chris Coons, Cory Booker, and Chris Murphy—said that Trump’s plan “creates a conflict of interest, causes national security problems, allows foreign influence, and makes people trust our government less.”

They said that no one, not even the president, is above the law.
