For President Donald Trump, accepting a free Air Force One from Qatar is a very easy decision.
"I would definitely accept that kind of offer," the Republican told reporters on Monday. "It would be foolish to say, 'No, we don't want a free, very expensive airplane.'"
Critics are worried that the plan could change a global symbol of American power into something that causes problems with ethics, law, safety, and spying while it's in the air.
"This has never happened before," said Jessica Levinson, an expert in constitutional law at Loyola Law School. "We haven't tried these things before."
Trump tried to reduce some of the disagreement by saying he would not use the free Boeing 747 plane after his time in office. Instead, he said the expensive plane would be given to a future library about a president, like the plane used by President Ronald Reagan was stopped being used and shown in a museum.
Trump said the document would go straight to the library after he finished his time in office, adding that he would not use it.
However, that did little to stop the strong disagreement about the plane. Democrats were very angry, and even some of the president’s Republican supporters were concerned. One person, who often shares extreme ideas and has tried to remove officials who disagree with the president, wrote online that she would "sacrifice herself for Trump" but was "very disappointed."
Republicans in Congress have also said they have some questions about the plan.
Missouri Senator Josh Hawley said he thinks it would be best if Air Force One was a big, nice plane made in the United States.
And Kentucky Senator Rand Paul clearly said "No" when asked if Trump should take the plane. When asked why, Paul said, "I don't think it seems right." The Republican didn't answer directly when a reporter asked if there were "constitutional questions."
Trump will probably be asked many times about the plane in the next few days when he travels to the Middle East, including a visit to Qatar.
The two planes used as Air Force One have been flying for almost forty years, and Trump really wants to get new ones. When he was president, he showed a model of a new large plane in his office. It had a new colour design that was like the red, white, and dark blue colours of his own plane.
Boeing has been changing 747 planes that were made for a Russian airline that closed. But the project has been delayed for almost ten years because of several problems. These problems include a main company that supplied parts going bankrupt and it being hard to find and keep skilled workers who can get high-level security permission.
The new planes will not be ready until closer to the end of Trump's time in office, and he is very impatient. He has called the situation "a complete disaster," and he has said that Air Force One is not as good as the planes used by some leaders in Arab countries.
"It's a completely different scenario," he stated.
Trump said Qatar, which has the biggest U.S. military base in the Middle East, offered a plane to use while the government waited for Boeing to finish.
"We're distributing items without charge," he stated. "We'll also acquire one for ourselves."
He got angry when people suggested he shouldn't accept the plane, saying it was like getting special favors when playing golf.
"When they tell you the putt is good, you pick it up, go to the next hole, and say, 'Thank you very much,'" he said.
A senator named John Thune from South Dakota said he wasn't sure about it.
The Republican politician told reporters, "I understand why he is frustrated. They are very late in delivering the next Air Force One aeroplane. I do not know if this is the best thing to do or not."
Is the safety of the new aircraft guaranteed?
The Qatari plane is called a "palace in the sky" because it has very comfortable rooms and the best quality materials.
However, the main worry for presidential travel is safety. The Air Force One planes used now were specially built in the late Cold War period. They are designed to survive a nuclear explosion and have many security features, like ways to stop missiles and a hospital room on board. They can also refuel in the air in case of emergencies, but this has never been needed with a president flying.
A former U.S. official who knew about the plan to replace Air Force One said that while they could add some things to the Qatari plane, it was not possible to add all the important features to the plane quickly.
The official, who did not want to be named because the program was sensitive, said it would be risky for presidents to use that kind of jet.
A main part of Air Force One is its communication systems. This allows presidents to use the plane like a moving control center to deal with problems anywhere in the world.
However, after the events of September 11, 2001, President George W. Bush was unhappy with communication problems. He ordered big technology improvements in the following years so that he could better follow what was happening and talk with people around the world.
Boeing is making new planes and changing the wires inside them to make them safer. They are also adding secret security and communication systems.
There are worries that Trump could make safety worse by quickly changing the Qatari plane, because a president must be able to talk clearly and safely.
Taking the plane apart and checking it for listening or spy devices will take years, according to William Evanina, who was a director during Trump's first term.
He said the plane should only be seen as "a nice old plane for presidents to put in a museum."
Is this action legal and moral?
Even though this president often doesn't follow the usual rules about public service and making money for himself, his plan to get a very big plane as a gift has surprised many people in Washington.
The Constitution says that government officials cannot take valuable gifts or payments from foreign countries unless Congress allows it.
"This is a clear example of what the country's first leaders were worried about," said Richard Painter, a law professor and former ethics advisor in the White House. "But I don't think they thought it would get this bad."
The White House spokesperson, Karoline Leavitt, told Fox News on Monday that they are still deciding the details of the donation, but that it will follow the law completely.
She didn't believe that Qatar wanted to influence Trump.
They know President Trump, and they think he only cares about what is best for the American people,
During his first term, Trump had legal problems about payments he received because he allowed lobbyists, business executives, and diplomats to use his hotel in Washington, D.C. His lawyers said that the people who created the country only wanted to stop direct gifts, not payments for services like staying in a hotel. However, some lawyers who work with ethics did not agree. It is also not known if countries like Kuwait, Saudi Arabia, and the Philippines paid the usual price or more when they used the hotel.
During his second time as president, Trump's family company has been very active in other countries.
Four Democratic senators on the Foreign Relations Committee said that Trump’s plan creates a clear conflict of interest, causes serious national security problems, allows foreign influence, and damages public trust in our government.
They said that everyone must follow the law, including the president.
