For President Donald Trump, getting a free Air Force One plane from Qatar is a very easy decision.
"I would never say no to that kind of offer," the Republican told reporters on Monday. "It would be foolish to say, 'No, we don't want a free, very expensive airplane.'"
Critics are concerned that the plan could change a global symbol of American power into something that raises many ethical, legal, security, and intelligence issues.
"This is something new," said Jessica Levinson, a constitutional law expert at Loyola Law School. "We haven't been in these situations before."
Trump tried to calm down some of the people who were against him by saying he would not travel in the special Boeing 747 plane after his time as president. He said the $400 million plane would be given to a future presidential library. This is similar to how President Ronald Reagan's Boeing 707 was stopped from being used and put in a museum.
Trump said, “It would go straight to the library after I finish my time in office. I would not use it.”
However, this did not stop the strong disagreement about the plane. Democrats are very angry, and even some of the Republican president's supporters are concerned. Laura Loomer, a well-known conspiracy theorist who has tried to remove officials from the government she thinks are not loyal, wrote online that she would "take a bullet for Trump" but added that she is "very disappointed."
Republicans in Congress have also shown some doubts about the plan.
Missouri Senator Josh Hawley said he thinks it would be best if Air Force One was a big, nice plane made in the United States.
And Senator Rand Paul from Kentucky clearly said he would not support Trump accepting the plane. When asked why, Paul said: "I don't think it seems right or feels right." The Republican did not show a strong reaction when a reporter asked if there were "constitutional questions" about it.
As Trump travels to the Middle East, including Qatar, he will probably have to answer many questions about the plane in the next few days.
The two planes used as Air Force One are almost 40 years old, and Trump wants to get new ones. When he was president, he showed a model of a new, large plane in his office. This new plane had a different design with red, white, and dark blue colors, similar to his own plane.
Boeing is improving old 747 planes that were made for a Russian airline that no longer exists. But this project has been very slow for almost ten years because of different problems. For example, a very important company that helped them went out of business. It was also hard to find and keep skilled workers who could get special permission to work on the planes.
The new planes won't be ready until close to the end of Trump's time in office, and he is annoyed. He said the situation was "a total mess," and he complained that Air Force One is not as good as the planes used by some Arab leaders.
"It's an entirely different scenario," he stated.
Trump said Qatar, which has the biggest American military base, offered a temporary plane while the government waited for Boeing to finish the new one.
"We distribute items at no cost," he stated. "We'll also acquire one for ourselves."
He got angry when people suggested he shouldn't accept the plane, saying it was like favors given on the golf course.
When they let you finish the hole early, you take the ball, walk to the next hole, and say, "Thank you very much," he said.
The main Republican in the Senate, John Thune from South Dakota, said he was not sure.
"I understand why he is frustrated. They are very late in giving the next Air Force One airplane," the Republican politician told reporters. "If this is the correct answer or not, I am not sure."
Will the new aircraft be considered safe and reliable for passenger travel?
People have called the plane from Qatar a "palace in the sky" because it has very comfortable rooms and the best quality materials inside.
However, the main worry for presidential trips is safety. The Air Force One planes used now were specially built around the end of the Cold War. They are designed to resist a nuclear explosion and have many safety features, like ways to stop missiles and a hospital room inside. They can also refuel in the air if needed, but this has not happened with a president on board.
A former US official who knew about the plan to replace Air Force One said that while they could add some things to the jet from Qatar, they couldn't add all the important features to the plane very quickly.
The official, who asked not to be named because the program is sensitive, said it would be risky for presidents to fly on that type of plane.
A main part of Air Force One is its good communication systems. This means the president can use it like a moving control center to deal with problems anywhere in the world.
But after September 11, 2001, Republican President George W. Bush was unhappy with communication problems and ordered big improvements in technology in the following years so the president could watch events and talk to people globally.
Boeing is changing the new aircraft by replacing the old wires with special protected cables and adding secret security systems and communication tools.
People are worried that Trump might make things unsafe by quickly changing the plane from Qatar. This is because high standards are important so a president can communicate clearly and safely.
"Taking the plane apart and looking for hidden listening or spy devices will take a long time," wrote William Evanina, who led the National Counterintelligence and Security Center when Trump was president.
He said the plane should just be thought of as "a nice old museum piece for presidents."
Is all of this allowed by law or morally right?
Even though this president often mixes up public service and personal gain, Trump's plan to get a very big plane as a gift has surprised people in Washington.
The Constitution says that government officials cannot take gifts or payments from foreign governments unless Congress agrees.
"This is a clear example of what the people who started the country were worried about," said Richard Painter, a law professor at the University of Minnesota and who worked on ethics at the White House under Bush. "But I don't think they expected it to get this bad."
The White House spokesperson said that the details of the gift are "being prepared" and will follow "all legal rules."
She didn't believe that Qatar wanted to influence Trump.
She said they know President Trump, and they believe he only acts for the good of the American people.
During his first term, Trump had a legal problem about taking money from foreign governments. This happened because he allowed lobbyists, business people, and diplomats to stay at his hotel in Washington D.C. His lawyers said the law only stopped direct gifts, not payments for services like hotel rooms. However, some experts on ethics had a different opinion. It is also uncertain if countries like Kuwait, Saudi Arabia, and the Philippines paid the usual price or more when they used the hotel.
During his second term, Trump's family company has been very active in other countries. In December, they made an agreement with a Saudi company for two building projects in Riyadh called "Trump". This Saudi company had worked with them before, two years earlier, on a Trump golf course and houses in Oman. Also, last month in Qatar, the Trump Organization said they would build another "Trump" resort near the sea.
Four Democratic senators on the Foreign Relations Committee said that Trump’s plan is a conflict of interest, causes national security problems, lets foreign countries have influence, and makes people trust the government less.
They said that everyone, even the president, must follow the law.
