US President Donald Trump said on Sunday that Russia and Ukraine had agreed to an "energy ceasefire" in the war, which has now lasted four and a half years, but he provided no details, while Kyiv reported that Moscow had still attacked energy facilities after his announcement.

"There have also been glide bomb attacks, as well as strikes on our energy infrastructure.
A power plant in Kharkiv was attacked tonight."
Throughout the war, Russia has persistently sought to deprive Ukrainian civilians of electricity, heating, and running water, hoping thereby to erode the public's will to resist Moscow's full-scale invasion.
Ukrainian officials have described this strategy as "weaponising winter".

Zelensky stated that Ukraine had proposed numerous de-escalation steps, yet Russian President Vladimir Putin "has only one answer to all of this — 'no'."

In an interview broadcast earlier on Sunday, Zelensky stated that if Moscow were to halt its attacks on Ukraine's energy system, Kyiv would be prepared to stop striking Russian oil refineries, and he urged Trump to pressure the Kremlin into agreeing.
On September 14, Trump claimed on social media that the two countries had agreed to "not attack" each other's energy infrastructure, but he provided no details about the proposal.

"Give us two months, that is, a 60-day truce.
A full ceasefire for 60 days, during which we will organise elections," he said, adding that Ukraine would be ready to accept whatever choice its people made.
"With the utmost respect for President Trump, it is up to our society, it is up to our people to choose this or that leader," he said.
Zelensky added that holding elections during wartime would be illegal, and that Ukraine would need security guarantees in order to conduct a safe vote.
Since Putin launched a full-scale invasion in February 2022, Ukraine has been under martial law, and the Ukrainian constitution prohibits holding elections while martial law remains in force.
Beyond the legal obstacles, a nationwide vote would be vulnerable to Russian attacks, and organising elections is widely regarded as logistically impossible, given that roughly one-fifth of the country's territory is occupied by Russia, millions of Ukrainians have been displaced abroad, and soldiers are stationed at the front.
Zelensky's term officially expired in May 2024, but the constitution permits him to remain in office until a new president is sworn in.
