The European Union said TikTok is not following the rules about online content. They think TikTok is not clear enough about the adverts people see on the app.
The EU Commission has said that TikTok's ad library doesn't meet the rules of the Digital Services Act (DSA).
The Commission said that ad information is very important. It helps researchers find fake and dangerous ads, especially those used to spread false information or trick people during elections.
The DSA is a set of rules to make social media better and protect people from problems like fake news that affects elections. Social media sites must show clearly who paid for ads and why people see them.
The Commission said TikTok isn't giving enough information about what the ads show, who sees them, and who pays for them. They said you can't easily search for ads using this information, "which makes the tool less helpful."
TikTok said they are looking at what the Commission found. They still want to do what they need to do according to the DSA rules.
"We agree with what the rules are trying to do, and we're making our tools to show ads better. But we don't agree with how the Commission understands some things. Also, they are telling us what to do with early ideas, not with rules that everyone can see."
Henna Virkkunen said that problems with the ad database make it hard to fully check the risks of how its ad systems target people. She is in charge of technology, security and democracy for the commission.
Virkkunen said that it's very important to be clear about online adverts, like who pays for them and who they are trying to reach. This helps to protect everyone. She said that people need to know who is showing them adverts, to keep elections fair, protect their health, and avoid scams.
TikTok can now respond before the Commission makes its final decision. This decision could mean TikTok has to pay a fine of up to 6% of its yearly income from all over the world.
The EU is also checking if TikTok did enough to handle problems during Romania's presidential election. There were worries about the election last year because of possible cheating and Russian interference.
