California lawmakers are expected to vote Tuesday on a bill to help wildfire victims.
The vote comes after they rejected a larger plan by Gov. Gavin Newsom.
That plan would have limited utility companies’ financial liability for fires caused by their equipment.
Newsom said the compromise has some benefits, like faster payments for victims.
But he said it fails to make sweeping reforms on who covers the cost of fires sparked by utility equipment.
His original plan would have reduced what utilities paid some victims.
It would also have barred insurers from suing them for reimbursement.
The failure is a rare loss for the governor, who often gets support from the Democratic-led Legislature.
Fire victims had heavily criticized his proposal, arguing it favored utilities.
Joy Chen, of Every Fire Survivor’s Network, called the deal a win.
She said lawmakers listened to survivors.
The bill would create a program to pay victims faster.
It would also ban hedge funds from profiting off wildfire claims.
And it would bar utility executives from bonuses if their equipment damaged more than 500 buildings.
Utilities, including Pacific Gas & Electric and Edison International, said the bill won’t stabilize rates or provide long-term solutions.
Assemblymember Rick Zbur called the lack of broader reform a “disaster.”
The bill needs two-thirds approval and will take effect immediately after being signed.
Lawmakers also passed a separate bill creating the nation’s first standards for testing and cleaning toxic contaminants in homes after wildfires.
