Aid groups warned on Friday that Israel's plans to manage aid in Gaza, including a plan supported by the U.S., will lead to more suffering and deaths. They asked Israel to remove its block on food and other necessary supplies.
Mike Huckabee, the U.S. representative in Israel, said a new American plan to give aid would start soon, and he asked the United Nations and other aid groups to join. But the U.N. has refused the new system, saying it uses aid as a weapon, might make many Palestinians leave their homes, is not neutral, and cannot provide the large amount of help needed.
Every day in Gaza, thousands of Palestinians go to a charity kitchen in Khan Younis. They push and wave their pots to get pasta because it's almost the only food available for the 2.3 million people living there. Many of these kitchens have closed recently because Israel's blockade means they don't have enough food. Aid groups say more kitchens will close soon.
Raed al-Zaharna and his children left with nothing because all the food was gone. "Now I'm thinking, 'What can I give them to eat?'" he said. "I can't find any food."
Since March 2, Israel has stopped food, medicine, fuel, and other important goods from entering Gaza. Israel says this is to make Hamas release hostages and give up weapons. Israel also ended a ceasefire agreement with Hamas, starting bombing again across Gaza and taking control of large areas of the territory. Groups that protect human rights have called the blockade a "starvation tactic" and possibly a war crime.
Israel announced it will not restart aid until a new system for sharing it is in place, replacing the large effort managed by the U.N. and aid groups during the war. Israel claims Hamas and other fighters are taking the aid, but has not shown proof. The U.N. says this is not happening much and that it checks where the aid goes.
"Help for people should never be used to get something in return," said James Elder, a spokesperson for UNICEF, in Geneva. "There is a simple way. Stop blocking help, let it come in, and save lives."
Huckabee said that details about the new system, which the U.S. supports, will be shared in the next few days. He mentioned that deliveries would begin very soon, but he didn't give a specific date.
He said it would be separate from Israel, and Israel would not be involved in giving out the aid. He also said private companies would provide security, and Israel's army would protect the outer areas from a distance. He repeated Israel's claim that this was necessary because Hamas was stealing the aid.
“I will be the first to say it won't be perfect, especially at the start,” Huckabee said.
A new group called the Gaza Humanitarian Foundation (GHF), which has help from the U.S., has suggested a plan to give out aid. This plan is like what Israel has asked for, according to papers seen by The Associated Press. The group is made up of American security workers, people who used to work for the government, former military officers, and people who work in humanitarian aid.
In its plan, GHF said it would first open four places to give out help, guarded by private security companies. Each place would help 300,000 people, which is about half of the people in Gaza. Huckabee said the system will get bigger "as soon as it can."
Aid workers say Palestinians would have to go to the places where aid is given out or walk far to get it. This would force people to leave their homes and make big parts of Gaza empty. Aid workers also say that from what they've been told, it seems none of these places will be in northern Gaza, where many Palestinians are, even though the exact spots aren't decided yet.
During the war, Israel has often told Palestinians to move out of the northern areas, like Gaza City. They said it was for their own protection while soldiers fought against Hamas fighters.
Elder said the plan would make people move permanently for political and military reasons. He also said that the most vulnerable people, such as children, older people, and those who are sick, might not be able to get to the centers.
Last month, 20 aid groups working in Gaza said the plan would make Palestinians live in conditions like prison in small areas around the aid centers.
Aid workers say that Israel has also informed UN officials that it wants to check the people receiving help. This makes people worry that Israel might stop some aid for political or military reasons, even though the Global Humanitarian Fund plan states that aid should be given based on what people need.
Elder also said that civilians could be in danger when they try to get help in areas with soldiers.
“More children will probably be hurt and may die or be injured because of this plan,” Elder said.
Aid officials say the new system will not give enough help. Aid organizations have had many places in Gaza to give out food, water, and other necessary items, while also supporting hospitals, running shelters, and doing other work.
The main UN group for Palestinian refugees, UNRWA, has been leading the operation. Last year, Israel stopped the agency from working, saying some of its workers were connected to Hamas. UNRWA, which has over 10,000 staff in Gaza, said they quickly remove anyone thought to be linked to militant groups and that Israel has not given them proof for its claims.
UNRWA spokesperson Juliette Touma said the organization reaches the most people, and it is very hard to imagine helping people without UNRWA.
Ruth James from Oxfam said they need large systems to give aid to everyone. She explained that this needs time and skills. She also said that a new system made quickly without these skills and trust from local people would not be able to do this.
Huckabee asked United Nations organizations and aid groups to be part of the new plan.
Jens Laerke, who speaks for the U.N. humanitarian office, said on Friday that the U.N.'s worries have not been talked about in many meetings with Israeli officials. He also said that claims about a lot of help being stolen were not true.
The main issue is that hundreds of aid trucks, needed daily in Gaza, are stopped. This is the basic reason for the human crisis.
