Aid groups warned on Friday that Israel's plans to control aid in Gaza, including a plan supported by the U.S., will cause more suffering and deaths. They asked Israel to allow food and other essential supplies into Gaza, which have been blocked for three months.
Mike Huckabee, the U.S. ambassador to Israel, said a new U.S. plan for giving aid would start soon and asked the U.N. and other groups to join. But the U.N. has said no to the new plan. They say it uses aid as a weapon, could make many Palestinians leave their homes, is not fair, and will not be able to give enough help.
Every day in Gaza, a sad situation unfolds as thousands of Palestinians gather at charity kitchens, pushing and holding out their pots for some food like pasta. These kitchens are almost the only place to get food for the 2.3 million people living there, but many have closed recently because Israel's blockade means there isn't enough food. Aid organizations warn that more kitchens will likely close soon.
Raed al-Zaharna and his children got nothing to eat after the day's food was finished. "Now I'm thinking, 'What will I give them to eat?' I can't find any food," he said.
Since March 2, Israel has stopped food, medicine, fuel, and other goods from going into Gaza. They say this is to make Hamas let the hostages go and stop fighting. Israel also broke a ceasefire deal with Hamas. They started attacking Gaza again and took control of big parts of the area. Groups that work for human rights have called stopping supplies a "starvation tactic" and maybe a war crime.
Israel says it will not send aid again until a new system for giving it out is in place. This new system will take the place of the large effort run by the U.N. and other aid groups during the war.
A UNICEF spokesperson in Geneva said that help for people in need should not be used to get something in return. He added that the border should be opened to let aid in and save lives.
Huckabee said that details about the new system, which the U.S. supports, will be announced soon. He mentioned that deliveries would start very soon, but he didn't say exactly when.
He said it would be separate from Israel, and Israel would not be involved in giving out the aid. He also said private companies would handle security, and the Israeli military would protect the outside areas from far away. He repeated Israel's claim that this was necessary because Hamas was stealing the aid.
"I'll be the first to say it won't be perfect, especially at the start," Huckabee said.
Documents seen by The Associated Press show that a new group supported by the U.S., called The Gaza Humanitarian Foundation (GHF), has suggested a plan to give aid. This plan follows what Israel wants. The group is made up of American security workers, former government and military officials, and people who work in humanitarian aid.
GHF's plan was to first create four places where goods could be given out, protected by private security companies. Each place would help 300,000 people, which is about half the people in Gaza. Huckabee said they would increase the number of these places "as quickly as they could."
Aid workers believe that Palestinians will have to travel far to get help, leading to many people being forced to leave their homes in Gaza. They also think that no help centres will be in northern Gaza, where many Palestinians live.
During the war, Israel has often told Palestinians to leave the north, including Gaza City. They say this is for their safety because soldiers are fighting Hamas.
Elder said the plan would make it permanently difficult for people to move freely for political and military reasons. He added that the people who are most in danger, such as children, older people, and those who are sick, might not be able to reach the centres.
Last month, 20 aid groups working in Gaza said the plan would make Palestinians live in conditions like being held captive in small areas near the centers.
Aid workers say Israel has also told UN officials it wants to check who gets aid. This makes people worry that aid might be stopped for some people for political or military reasons, even though the GHF plan says aid should be given based on what is needed.
Elder also warned that ordinary people would be in danger when they look for help in areas with a lot of military activity.
Elder said this plan could mean more children are likely to be hurt or die.
Workers who give aid say the new system will not give enough help.
The operation is being run by UNRWA, the main UN group that helps Palestinian refugees. Last year, Israel stopped the agency from working there. Israel said that Hamas members had joined the UNRWA staff. UNRWA has more than 10,000 workers in Gaza. They said they quickly remove anyone suspected of having links to militant groups. UNRWA also said that Israel has not given them proof for its claims.
UNRWA spokesperson Juliette Touma said the agency reaches the most people, and it's very hard to think of helping people without UNRWA.
Ruth James, who works for Oxfam helping people in disasters, said you need big systems to get help to everyone. "This takes time and skill," she explained. "Any new system that starts so fast without experience in helping people and without the trust of local communities won't be able to do this."
Huckabee asked United Nations groups and aid organizations to be part of the new system.
Jens Laerke, a spokesperson for the U.N. humanitarian office, said on Friday that Israel has not dealt with the U.N.'s worries in many meetings. He also said that claims about a lot of aid being stolen were not correct.
The main problem is that hundreds of aid trucks that are needed in Gaza cannot get in every day, and this is the reason for the serious humanitarian problems there.
