Aid groups said on Friday that Israel's plans for giving help in Gaza will make things worse and cause more suffering and deaths. They asked Israel to let more food and supplies into Gaza.
Mike Huckabee, the American ambassador to Israel, said a new American plan to give aid would start soon. He asked the U.N. and other groups that give aid to join. But the U.N. said no. They said the plan uses aid like a weapon, could make many Palestinians leave their homes, is not fair, and will not give enough aid.
Every day in Gaza, it is hard for many people to get food. Thousands of Palestinians went to a kitchen that gives free food in Khan Younis. They pushed and held out their pots to get pasta. These kitchens are almost the only place for the 2.3 million people there to eat. But many have closed because there is not enough food. This is because of Israel's blockade. Groups that give help say more kitchens will close soon.
Raed al-Zaharna and his children left without any food because the day's meals had run out. He wondered, "What am I going to feed them? I can't find anything."
Since March 2, Israel has stopped food, medicine, fuel, and other things from going into Gaza. Israel says it is doing this to make Hamas free the people they are holding and stop fighting. Israel also started fighting again after a break and took control of large parts of Gaza. Some groups say stopping supplies is a way to make people hungry and might be a crime.
Israel said it will not give help again until it has a new way to give it out. This will replace the big effort by the U.N. and other groups during the war. Israel says Hamas and other fighters are taking the help, but it has not shown proof. The U.N. says that not much help is taken, and that they watch how it is given.
UNICEF said that help for people should always be allowed. They said the blockade should be removed so help can get in and save lives.
Huckabee said they will tell people more about the new system from the U.S. in the next few days. He said the deliveries will start very soon, but he did not say exactly when.
He said it would be separate from Israel, and Israel would not give out the aid. He said companies would keep it safe inside, and Israeli soldiers would watch from far away. He said this was needed because Hamas was taking the aid, just like Israel said.
"I know it won't be perfect at the start," Huckabee said.
A new group from the U.S., called the Gaza Humanitarian Foundation (GHF), has suggested starting a project to distribute aid. This project would follow Israel's requirements, according to documents obtained by The Associated Press. The group consists of American security contractors, former government officials, ex-military officers, and humanitarian workers.
GHF suggested starting with four places to give out things. Guards would protect these places. Each place would help 300,000 people. This is about half of the people in Gaza. Huckabee said they would make the system bigger when they can.
Aid workers say people in Gaza might have to go far to get help. This could make many people leave their homes in big parts of Gaza. They also say that, from what they've heard, there won't be places to get help in northern Gaza, where many thousands of Palestinians live now.
During the war, Israel has often told Palestinians in the north, like Gaza City, to leave. They say this is to keep them safe while soldiers fight Hamas.
Elder said the plan would make it harder for people to go back to their homes because of politics and war. He said that the people who need the most help, like children, old people, and sick people, might not be able to reach the safe places.
Last month, 20 groups helping people in Gaza said the plan would make Palestinians live in small areas like prisoners.
Aid workers say Israel told the U.N. they want to check who gets help. Some people worry Israel might not give help to some people for political or military reasons.
Elder also said that people will be in danger if they try to get help in areas where there are soldiers.
Elder said that more children will probably get hurt or even die because of this plan.
Aid officials are concerned that the new system will not be sufficient to provide the necessary assistance. Relief organizations have managed numerous distribution points across Gaza, providing essential supplies like food, water, and shelter materials, while also supporting healthcare facilities, operating shelters, and carrying out other vital programs.
The main UN group that helps Palestinian refugees, called UNRWA, led the work. Last year, Israel stopped UNRWA from working. Israel said some workers were linked to Hamas. UNRWA has more than 10,000 workers in Gaza. They said they quickly fire anyone they think is linked to fighters. They also said Israel has not shown them proof for its claims.
UNRWA spokesperson Juliette Touma said the group helps the most people. She also said it is very hard to imagine helping people without UNRWA.
Ruth James, who works for Oxfam and helps people in need in a region, said that big networks are needed to give help to everyone. She said this takes time and skill. She also said that a new system that starts so fast without people who know how to help and without communities trusting it will not be able to do this.
Huckabee asked UN groups and aid organizations to help with the new plan.
Jens Laerke from the U.N. said on Friday that the U.N. told Israeli officials about their worries many times, but the problems were not solved. He also said that not much aid was stolen.
The main problem is that many trucks with help cannot go into Gaza every day. This is why there are big problems for the people there.
