Senators from both parties met on Wednesday.
They said they made a deal together.
The deal is about new laws to speed up permits for energy and building projects.
Supporters say the bill would cut the long wait to build big energy projects.
More data centers for AI are being built.
So the need for energy is going up.
The bill would also make data centers pay for the extra power they use.
Republican Sen. Shelley Moore Capito is from West Virginia.
She leads the Environment and Public Works Committee.
She said the bill is a big step.
It would make building projects faster and easier.
At the same time, it would keep important rules that protect the environment.
She spoke at a news conference at the Capitol.
Republican Sen. Mike Lee of Utah was there.
So were Democratic Sens. Martin Heinrich of New Mexico and Sheldon Whitehouse of Rhode Island.
The four of them lead the energy and environment groups in the Senate.
Heinrich said the bill would mean more power on the grid.
It would mean more good jobs.
And it would mean lower power costs.
A vote will not happen until after the midterm elections.
Lee leads the energy committee.
He said he is sure the bill will pass in a lame-duck session in November.
Whitehouse said Democrats still want to know one thing.
How will the bill stop President Donald Trump's administration from blocking wind and solar projects?
He and Heinrich have criticized what they call Trump's attack on wind energy.
Trump is against wind power.
This has been a problem for a permitting deal for a long time.
Democrats say the deal can only move forward if the administration lets projects that were already approved go ahead.
Trump recently offered to loosen his hold on renewable energy projects.
He did this partly to win support from Democrats.
Whitehouse called that offer reasonable.
But he said the issue is still not solved.
The bill would limit legal challenges under the National Environmental Policy Act and the National Historic Preservation Act.
It would also make it easier to find places for interstate transmission lines.
And it would give the Federal Energy Regulatory Commission more power to review projects.
