European Commission President Ursula von der Leyen spoke this week.
She said Canada could become the first “associate member” of the European Union.
This gave Prime Minister Mark Carney hope.
But it may not be real.
Associate membership does not exist now.
So no one knows what it means.
The offer is still a win for Carney.
He is in a trade war with U.S. President Donald Trump.
The offer also gives the EU a strong partnership with another Western democracy.
Von der Leyen said the EU must quickly rethink its partnerships.
She called this “this new world.”
Association Agreements do exist.
More than 20 countries already have them with the EU.
These treaties cover trade and security.
People see them as a step toward membership.
It is not clear how von der Leyen’s idea would be different.
It is also not clear if Canada would need such a treaty first.
Any such decision needs all 27 EU members to agree.
Von der Leyen did not ask many of them first.
Germany welcomed the idea.
But a government spokesperson said Germany had questions about the name.
Ireland’s foreign affairs minister said her government was ready to explore associate membership for Canada.
Carney welcomed the invitation.
But he said the details matter most.
He said Canada is not asking for full EU membership.
Trump said the move could be a “hostile act.”
He threatened heavier tariffs on Europe.
