Aid groups warned on Friday that Israel's plans to manage aid in Gaza, including a plan supported by the U.S., will lead to more suffering and deaths. They urged Israel to remove its block on food and other supplies entering Gaza, which has been in place for three months.
The US ambassador to Israel, Mike Huckabee, said a new US plan to send aid would start soon, and he asked the UN and other groups to help. But the UN said no. They said the plan uses aid like a weapon, could make many Palestinians leave their homes, is not fair, and will not provide enough help.
Every day in Gaza, thousands of Palestinians gather at charity kitchens in places like Khan Younis, pushing and holding out their pots to get some pasta. These kitchens are almost the only way for the 2.3 million people in Gaza to get food. However, many have closed because food is running out due to Israel's restrictions. Aid organizations say more kitchens will close soon.
Raed al-Zaharna and his children had no food after the day's meals finished. "Now I'm thinking, 'What can I give them to eat?' I can't find anything," he said.
Since March 2, Israel has stopped food, medicine, fuel, and other goods from entering Gaza.
Israel stated it will not restart aid until a new way to give it out is in place, replacing the large system run by the U.N. and other aid groups during the war. Israel claims that Hamas and other fighters are taking the aid, but they have not shown proof. The U.N. says that most aid is not being taken and that they watch how it is given out.
"Help for people in need should not be used to get something in return," said James Elder, a spokesperson for UNICEF, in Geneva. "There is a simple way to solve this. Stop blocking things, let help come in, and save lives."
Huckabee said that details about the new system, which the U.S. supports, will be shared in the next few days. He also said that deliveries will start "very soon," but he didn't give a specific date.
He described it as separate from Israel and said Israel would not be part of giving out the aid. He mentioned that private companies would protect it, but Israel's army would protect the areas around it from a distance. He repeated what Israel claimed: that it was needed because Hamas was taking the aid.
“I will be the first to say it won't be perfect, especially at the start,” Huckabee said.
A new group, supported by the U.S. and called the Gaza Humanitarian Foundation (GHF), has suggested starting a project to give out aid. This project would follow Israel’s requests, according to papers the Associated Press got.
In its plan, GHF said they would start by creating four places to give out supplies, guarded by private security companies. Each place would help 300,000 people, which is only about half of the people in Gaza. Huckabee added that they will make the system bigger "as soon as possible."
Aid workers believe Palestinians would have to move to the places where aid is given out or walk long distances to get it. This would cause people to be forced out of their homes, leaving large parts of Gaza empty. The exact locations for these aid places are not yet decided, but aid workers say that based on the information they have been given, it seems none will be in northern Gaza, where many Palestinians live.
During the war, Israel has often asked Palestinians to move away from the north, including Gaza City. They say this is to keep them safe while soldiers fight Hamas.
Elder said the plan would make forced movement of people stronger for political and military reasons. He also said that the people most in danger, like children, older people, and those who are sick, might not be able to get to the centers.
Last month, 20 aid groups working in Gaza said the plan would make Palestinians live in conditions like being held in prison in small areas near the centers.
Aid workers say Israel has told UN officials it wants to check who gets aid. This makes some people worry that Israel might stop aid for political or military reasons. However, the GHF plan says aid should be given based on what people need.
Elder also said that ordinary people would be in danger when they try to get help in areas with a lot of soldiers.
Elder said that this plan will probably cause more children to be harmed, and they might even die or get injured.
Aid workers say the new system just won't give enough help. Aid groups have run hundreds of places in Gaza to give out food, water, shelter items, and other goods. At the same time, they help hospitals, manage shelters, and do other work.
UNRWA, the main UN agency for Palestinian refugees, has led the operation. Israel stopped UNRWA from working last year, saying that Hamas had put their people among the staff. UNRWA, which has over 10,000 workers in Gaza, stated that it removes any staff members quickly if they might be connected to militant groups, and that Israel has not provided proof for its accusations.
Juliette Touma, who speaks for UNRWA, said the group helps the most people. She also said it is very hard to imagine helping people without UNRWA.
Ruth James, who works for Oxfam, explained that big systems are necessary to provide help to all people. She added that this needs both time and skill. She believes that any new system that starts too fast, without experience in helping people and without local communities trusting it, will not be successful.
Huckabee asked U.N. agencies and aid groups to become part of the new system.
Jens Laerke, who speaks for the U.N. humanitarian office, said on Friday that Israel has not listened to the U.N.'s worries in many meetings. He also said that it is not true that a lot of aid has been stolen.
The problem is that hundreds of aid trucks that are needed in Gaza every day are being stopped. This is the main reason for the lack of help for people there.
