Aid groups said Friday that Israel's plans to control aid in Gaza, including a plan the U.S. supports, will make people suffer and die more. They asked Israel to stop blocking food and supplies, which has been going on for three months.
The U.S. ambassador to Israel, Mike Huckabee, said a new way to give aid, made by the U.S., would begin soon. He asked the U.N. and other groups that give aid to join. But the U.N. has said no to this new way. They said it uses aid as a weapon, could make many Palestinians leave their homes, is not fair, and will not be able to give enough help.
Every day in Gaza, a sad scene takes place: thousands of Palestinians gather at a charity kitchen in the city of Khan Younis, pushing and holding up their pots for pasta.
Raed al-Zaharna and his children had nothing to eat after the day's meals were finished. He said, "Now I'm thinking, 'What can I give them to eat?' I can't find anything."
Since March 2, Israel has stopped food, medicine, fuel, and other goods from entering Gaza. Israel says it is trying to force Hamas to free hostages and give up their weapons. Israel also ended a ceasefire agreement with Hamas and started bombing Gaza again. They have also taken control of large areas of the territory. Groups that protect human rights have said that stopping supplies is a way to cause starvation and might be a war crime.
Israel said it will not start giving aid again until a new way to give it out is ready. This new way will replace the big effort by the U.N. and aid groups during the war.
We should never use help for people who need it to get something we want," said James Elder, the UNICEF spokesperson in Geneva. "There is a simple way to fix this. Stop blocking things, let help come in, and save lives.
Huckabee said the new system, which the U.S. supports, will be announced soon. Deliveries will start very quickly, but he did not say exactly when.
He said it would be separate from Israel, and Israel would not help give out the aid. He also said private companies would keep people safe, and the Israeli army would protect the area from far away. He repeated Israel's reason that this was needed because Hamas was taking the aid.
“I will be honest and say it won't be perfect, especially at the beginning,” Huckabee said.
According to documents seen by The Associated Press, a new group supported by the U.S. has suggested a plan to give aid that follows Israel's rules. This group includes American security workers, former government officials, ex-military officers, and people who work in humanitarian aid.
In their plan, GHF explained that they would first create four places to give out supplies, protected by private security companies. Each place would help 300,000 people, which is about half the people in Gaza. Huckabee said they will increase the size of this system "as soon as it can be done."
Aid workers think Palestinians will have to go to places where aid is given out or walk far to get it. This could force people to leave their homes and make big parts of Gaza empty. The places for giving aid haven't been decided yet, but aid workers say they heard that no places are planned for northern Gaza, where many thousands of Palestinians are.
During the war, Israel has often told Palestinians to leave the north, including Gaza City. They say it is safer for them because soldiers are fighting Hamas there.
Elder said the plan would make it permanent to force people to move for political and military reasons. He also said that the people who are most in danger, like children, older people, and those who are sick, might not be able to get to the hubs.
Last month, 20 aid groups working in Gaza said the plan would effectively trap Palestinians in small areas around the centers.
Aid workers say Israel has also told UN officials it wants to approve who gets aid. They are afraid Israel could stop aid for political or military reasons, even though the GHF plan says aid should be given based on need.
Elder also said that ordinary people would be in danger when they try to get help in areas with soldiers.
"More children are likely to suffer and could die or get hurt because of this plan," Elder said.
Aid workers think the new system will not provide enough help. Aid groups have set up many places in Gaza to give out food, water, and other important things, and they also manage hospitals and shelters.
UNRWA, the main U.N. organization for Palestinian refugees, has been in charge of this work. Israel stopped UNRWA from working last year, saying that Hamas had put its own people among the staff. UNRWA, which has over 10,000 workers in Gaza, stated that it quickly removes anyone thought to have connections to militant groups and that Israel has not shown them proof for their accusations.
Juliette Touma, who speaks for UNRWA, said the group is the biggest and it would be very hard to think of any help work without them.
Ruth James, who works for Oxfam, explained that we need big systems to deliver help to all people. She added that this needs both time and knowledge. She believes that any new system created so quickly, without experience in helping people and without people in the areas trusting it, will not be able to succeed.
Huckabee asked UN organizations and aid groups to become part of the new system.
Jens Laerke, who speaks for the U.N. aid office, said on Friday that Israel has not answered the U.N.'s worries in many meetings. He also said that stealing aid was not a big issue.
The main problem is that many aid trucks that should go into the Gaza Strip every day are stopped. This is the main reason for the serious humanitarian problems.
