International aid groups said Friday that Israel's plans to manage how aid is given out in Gaza will only cause more hardship and deaths. They asked Israel to stop blocking food and other goods from entering Gaza, which has been happening for three months.
The U.S. ambassador in Israel, Mike Huckabee, announced that a new American aid plan would begin soon and asked the U.N. and other aid groups to join. However, the U.N. has refused to use the new system. They believe it uses aid as a weapon, could force many Palestinians to leave their homes, is not fair, and will not give enough help.
Every day in Gaza, thousands of Palestinians gather at charity kitchens in places like Khan Younis, trying to get food by pushing and showing their empty pots. These kitchens are almost the only way for the 2.3 million people there to eat, but many have closed recently because there is no food left due to Israel's blockade. Aid organisations believe more will close soon.
Raed al-Zaharna and his children had nothing left because the day's food ran out. He said, "I'm thinking now, 'What will I feed them?' I can't find anything."
Since March 2, Israel has stopped food, medicine, fuel, and other necessary goods from entering Gaza. They say they are doing this to make Hamas free hostages and give up their weapons. Israel also broke a ceasefire agreement with Hamas, starting attacks across Gaza again and taking control of big areas of the territory. Groups that protect people's rights have described this stop as a "starvation tactic," which could be a war crime.
Israel says it will not start sending aid again until a new way of giving it out is set up. This new system will replace the big operation run by the U.N. and other aid groups. Israel claims that Hamas and other fighters are taking some of the aid, but they have not shown any proof. The U.N. says that this is not happening much and that they check how the aid is given out.
"Help for people in need must not be used in deals," said James Elder from UNICEF in Geneva. "There is an easy way instead. Stop blocking things, let help enter, and save people."
Huckabee said that details about the new system, which the U.S. supports, will be announced soon. He mentioned that deliveries would start "very soon," but he didn't give a specific date.
He described it as separate from Israel and said Israel would not be involved in giving out the aid. He stated that private companies would be in charge of security, while the Israeli army would guard the outer areas from a distance. He repeated Israel’s argument that this plan was needed because Hamas was taking the aid.
“I will be the first to say it won't be perfect, especially at the beginning,” Huckabee said.
According to documents seen by The Associated Press, a new group supported by the U.S. called the Gaza Humanitarian Foundation (GHF) has suggested a plan to give aid. This plan would follow what Israel has asked for. The group is made up of American security workers, former government workers, former military officers, and people who work in aid organizations.
GHF suggested they would start by opening four places to give out supplies, protected by private security companies. Each place would help 300,000 people, which is about half of the people in Gaza. Huckabee said they will make the system bigger "as quickly as possible."
Aid workers think Palestinians might have to go to aid centers or walk far to get help. This could make many people leave their homes in big parts of Gaza. The places for these centers are not decided yet, but aid workers have heard that none will be in northern Gaza, where many thousands of Palestinians are.
During the war, Israel has often told Palestinians to go away from the north, like Gaza City. They say this is to keep people safe while soldiers fight Hamas fighters.
Elder said the plan would make it harder for people to avoid being forced to move for political or military reasons. He also said that the most vulnerable people, like children, older people, and those who are sick, might not be able to get to the centers.
Last month, 20 aid groups working in Gaza said the plan would make Palestinians live in small areas, almost like being held in camps.
Aid workers say Israel told UN officials it wants to check who gets aid. They are worried Israel might stop some people from getting help for political or military reasons. However, the GHF plan says aid should be given based on what people need.
Elder also said that ordinary people will be in danger when they try to get help in areas with soldiers.
Elder said that more children will probably suffer and could die or be injured because of this plan.
Aid workers believe the new plan will not give enough help. Aid organizations have given out food, water, and other essential items at many places across Gaza, while also running hospitals, shelters, and other services.
UNRWA, the main UN group for Palestinian refugees, has been leading the operation. Israel stopped them last year, saying that Hamas members had joined their staff. UNRWA has over 10,000 workers in Gaza. They said they quickly fire anyone thought to be linked to fighters and that Israel has not shown them proof of their claims.
Juliette Touma, who speaks for UNRWA, said the group helps the most people and it's very hard to think of doing any humanitarian work without them.
Ruth James, who works for Oxfam, explained that big organizations are needed to give help to everyone. She said this needs time and skill. Any new system that starts so fast, without experience in helping people and without people in the community trusting it, will not be able to do this.
Huckabee asked United Nations groups and aid organizations to join the new system.
Jens Laerke, who speaks for the U.N. humanitarian office, said on Friday that Israel had not listened to the U.N.'s worries in several meetings. He also said that claims about large amounts of aid being stolen were not true.
The main problem is that hundreds of aid trucks that should go into the Gaza Strip every day are blocked. This is the main reason for the humanitarian crisis.
