Tropical Storm Edouard moved toward the Gulf Coast on Tuesday, bringing rain to parts of Texas and Louisiana.
The National Hurricane Center warned it could strengthen to hurricane force and cause flooding.
The storm was expected to make landfall in Texas later Tuesday and then weaken quickly.
On Tuesday morning, Edouard was about 30 miles south of Cameron, Louisiana, and 50 miles southeast of Port Arthur, Texas.
Its maximum sustained winds were 50 mph, and it was moving northwest at 8 mph.
The center said the storm could drop 3 to 6 inches of rain along the Texas coast, with up to 9 inches in some areas.
Flash flooding was likely in low-lying and urban areas.
Texas Gov. Greg Abbott said flooding was the biggest expected problem.
Orlando Alanis of the Texas Division of Emergency Management said Texas was prepared for the first big storm of the season.
Crews worked Monday to clear dry vegetation that could ignite from lightning.
A storm surge of 3 to 5 feet was possible near the Texas-Louisiana border.
Elsewhere, the remnants of Tropical Storm Dolly brought rain to parts of Haiti, the Dominican Republic, the Turks & Caicos, and the Bahamas.
Hurricane Lowell formed in the Pacific Ocean, about 575 miles southeast of Hilo, Hawaii, with winds of 80 mph.
Tropical Storm Marie also formed in the Pacific, off southwest Mexico, and was expected to become a hurricane by Wednesday night.
Hurricane Karina, a powerful Category 4 storm, was weakening and not threatening land.
