For President Donald Trump, taking a free Air Force One from Qatar is a very easy decision.
"I would never say no to an offer like that," the Republican told reporters on Monday. "It would be foolish to say, 'No, we don't want a free and very expensive airplane.'"
Critics are concerned that the plan could change a global symbol of American power into a flying collection of ethical, legal, security, and intelligence issues.
"This is something new," said Jessica Levinson, an expert in constitutional law at Loyola Law School. "We haven't tried this before."
Trump tried to reduce some of the criticism by saying he would not use the free Boeing 747 after his time as president ended. He said the $400 million plane would be given to a future library about a president, similar to how President Ronald Reagan's Boeing 707 was stopped from being used and became a museum exhibit.
"It would go right to the library after I leave my job," Trump said. "I wouldn't use it."
However, this didn't stop the arguments about the plane. Democrats were very angry, and even some people who supported the Republican president were worried. Laura Loomer, a conspiracy theorist who had tried to remove officials who weren't loyal, wrote online that she would "take a bullet for Trump," but she was "very disappointed."
Republicans in Congress have also said they are not sure about the plan.
Senator Josh Hawley from Missouri said he thinks it would be best if Air Force One was a big, nice plane made in the United States.
And Kentucky Senator Rand Paul clearly said he would vote "No" on whether Trump should accept the plane. He said he didn't think it looked or felt right. When a reporter asked about possible constitutional issues, he just shrugged.
Trump will probably keep being asked about the plane in the next few days as he travels to the Middle East, including a visit to Qatar.
The two planes used as Air Force One are old, having flown for almost forty years, and Trump wants new ones. In his first four years as president, he showed a model of a new large plane in his office, with colours that were similar to his own plane's design.
Boeing is changing 747 planes that were first made for a Russian airline that doesn't exist anymore. But the project has been delayed for almost ten years, and there could be more delays. This is because of several problems, including a main supplier going bankrupt and the difficulty of finding and keeping skilled workers who can get important security permission.
The new planes won't be ready until near the end of Trump's time as president, and he is not happy about it. He has said the situation is "a total mess," and he has complained that Air Force One is not as nice as the planes used by some Arab leaders.
"It's a completely different scenario," he stated.
Trump said Qatar, which has the biggest U.S. military base in the Middle East, offered a plane the government could use while they waited for Boeing to finish.
"We distribute complimentary items," he stated. "We shall also acquire one."
He got angry when people suggested he shouldn't accept the plane, comparing it to receiving favors on the golf course.
When they allow you to have a short putt, you pick up the ball and go to the next hole, saying, 'Thank you very much,' he said.
John Thune, a leader in the Senate from South Dakota, showed that he wasn't sure about something.
"I understand why he is frustrated. They are very late delivering the next Air Force One," the Republican politician told reporters. "I'm not sure if this is the correct solution or not."
Will the new aircraft be deemed safe for travel?
People have said the plane from Qatar is like a "palace in the sky," with very comfortable places to sit and sleep, and the best quality materials.
However, safety is the most important thing for presidential trips. The current Air Force One planes were specially built at the end of the Cold War. They can survive a nuclear explosion and have many security features, like ways to stop missiles and a hospital inside. They can also refuel in the air if necessary, although this has never been done with a president on the plane.
A former U.S. official who knew about the Air Force One replacement plan said that while they could add some features to the Qatari plane, it wasn't possible to add all the necessary features quickly.
The official, who asked not to be named because they were discussing a sensitive program, said it would be risky for presidents to fly on this type of jet.
A main part of Air Force One is its good communication systems, which let the President deal with problems from anywhere in the world.
However, after September 11, 2001, Republican President George W. Bush was unhappy with communication problems and ordered big technology improvements in the following years so the president could watch events and talk to people globally.
Boeing is making changes to the new planes by replacing the usual wires with special protected ones. They are also adding secret security systems and ways to communicate.
Some people are worried that changing the Qatari plane too quickly could make it less safe for the president, who needs to communicate clearly and securely.
Taking apart and checking the plane for spying equipment will take a long time, wrote William Evanina, who was in charge of national security under Trump.
He said the plane should just be seen as 'a nice old plane for a president, like something you see in a museum'.
Is this activity legal or moral?
Even though this president often doesn't follow the usual rules about public service and making money for himself, Trump's plan to get a very big plane as a gift has caused concern in Washington.
The Constitution says that government officials cannot accept valuable gifts or payments from foreign governments without Congress's permission.
"This is a clear example of what the people who started the country were worried about," said Richard Painter, a law professor at the University of Minnesota and former head of ethics at the White House under Bush. "But I don't think they thought it would get this bad."
The White House spokesperson, Karoline Leavitt, told Fox News on Monday that they are still planning the details of the donation and will make sure it follows the law.
She didn't believe that Qatar wanted to influence Trump.
“They know President Trump, and they know he thinks only about the interests of the American people,” she said.
During his first term, Donald Trump had a legal issue about whether he received money or gifts from foreign governments in a wrong way. This happened when people like lobbyists, business leaders, and diplomats stayed at his hotel in Washington D.C. Trump's lawyers said the country's founders did not want to stop payments for services, like paying for a hotel room, but only direct gifts. But some lawyers who work with ethics rules did not agree. It was also not clear if countries like Kuwait, Saudi Arabia, and the Philippines paid the normal price or more when they used the hotel.
During his second term, the Trump family's business was very active in other countries. In December, they made a deal for two Trump-named building projects in Riyadh with a company from Saudi Arabia. This company had worked with them before, two years earlier, on a Trump golf place and houses in Oman. Also, last month, the Trump Organization said they would build another Trump-named place to stay near the sea in Qatar.
Four Democratic senators on the Foreign Relations Committee said that Trump's plan causes problems. They said it is a conflict of interest, creates national security risks, lets foreign countries have too much influence, and makes people trust the government less.
They said that everyone must obey the law, even the president.
