The U.S. cybersecurity agency released a plan on Thursday.

It is about election security.

The midterms are in 40 days.

The plan lists possible threats to elections.

It also lists services for election officials.

Homeland Security Secretary Markwayne Mullin promised it by mid-August.

The plan warns about software problems.

It warns about hacks of voter lists.

It warns about insider threats.

It warns about physical incidents.

In 2024, there were bomb threats at polling places.

The plan says old election practices can fix these threats.

Mullin said election security is national security.

He said the plan will be fully used.

Mullin has pushed claims about noncitizens on voter rolls.

These claims are not proven.

In July, he threatened election officials.

He said they could get fines or prison.

They had to join a federal voter database.

That database is now blocked.

Research shows noncitizen voting is very rare.

CISA is part of the Department of Homeland Security.

Since 2018, it warned state and local officials about foreign threats.

Last year, it was mostly absent from this role.

The Trump administration cut about 1,000 employees.

It also cut $10 million from two cybersecurity programs.

CISA has no Senate-confirmed director in Trump's second term.

The plan is 13 pages long.

It says DHS has always supported CISA's services.

These services are free for election officials.

Officials can ask for them.

Several state officials said this is not true.

Scott Simon is from Minnesota.

He said his office will spend about $250,000 on private testing.

Shenna Bellows is from Maine.

She said talks with CISA were irregular.

The plan does not mention specific 2026 threats.

It does not name Russia, Iran or China.

Kris Warner is from West Virginia.

He is a Republican.

He said some CISA help was continual.

Cisco Aguilar is from Nevada.

He is a Democrat.

He called the lateness a complete failure of leadership.

He said no state now relies on the federal government for this help.
