Aid groups said on Friday that Israel's plans for giving help in Gaza, including a plan the U.S. supports, will only make people suffer more and cause more deaths in the damaged Palestinian area. They asked Israel to stop blocking food and other things from entering Gaza, as this has been happening for three months.
The U.S. ambassador to Israel, Mike Huckabee, said the U.S. would start a new way to give help soon. He asked the U.N. and other groups to join. But the U.N. said no to the new system. They said it uses help as a weapon, could make many Palestinians leave their homes, is not fair, and will not give enough help.
Every day in Gaza, many people go to a kitchen run by a charity in Khan Younis to get food. They push and hold up their pots to get pasta. These kitchens are almost the only way for 2.3 million people to eat. But many kitchens have closed recently because there is not enough food due to Israel's blockade. Groups that give help say more kitchens will close soon.
Raed al-Zaharna and his children left without any food because the day's meals had finished. He said, "I am thinking now, 'What will I give them to eat?' I cannot find anything."
Since March 2, Israel has stopped food, medicine, and fuel from entering Gaza. They say they are doing this to make Hamas let go of the people they are keeping and give up their weapons. Israel also broke a peace agreement with Hamas. They started bombing Gaza again and took control of big parts of the land. Some groups say stopping supplies is a way to make people hungry and might be a war crime.
Israel said it will not give aid again until a new way to give it out is ready. This new way will take the place of the big effort led by the U.N. and other groups. Israel says Hamas and other fighters are taking the aid, but it has not shown proof. The U.N. says not much aid is being taken and that they watch how it is given out.
"Help for people should never be used to get something you want," said someone from UNICEF. "There is an easy way. Stop blocking things, let help come in, and save lives."
Huckabee said they would give more information about the new system from the U.S. in the next few days. He said they would start sending it out soon, but he did not say when.
He said it would be separate from Israel, and Israel would not give out the aid. He said companies would protect it, and Israel's army would watch from far away. He also said, like Israel, that this was needed because Hamas was taking the aid.
"I know it won't be perfect at the start," Huckabee said.
A new group from the U.S. called the Gaza Humanitarian Foundation (GHF) wants to start a plan to give help. This plan is like what Israel wants, according to papers the Associated Press saw. The group has people who used to work for the U.S. government, in the army, and in helping people.
GHF announced they would initially establish four distribution centers, protected by private security companies. Each center would serve 300,000 people, covering approximately half of Gaza's population. Huckabee stated that the system would be expanded as soon as feasible.
Aid workers say Palestinians might have to go to places where help is given out, or walk far to get it. This could make many people leave their homes, so large parts of Gaza would have fewer people. The places for help are not decided yet, but aid workers say they heard none will be in northern Gaza. Many Palestinians are still in northern Gaza.
During the war, Israel has often told people in the north, like in Gaza City, to leave. They say it is safer for them because soldiers are fighting Hamas there.
Elder said the plan would make it difficult for people to move because of politics and the army. He said that the people who need help the most, like children, old people, and sick people, might not be able to get to the places.
Aid groups said the plan would make Palestinians stay in small areas near the aid centres.
Aid workers say Israel wants to check who gets help. Some people worry that this could mean some won't get help for political or military reasons. But the GHF plan says help should be given to people who need it.
Elder also said that ordinary people will be in danger when they try to get help in areas with soldiers.
Elder said, "More children could get hurt or die because of this plan."
Aid workers say the new system will not give enough help.
UNRWA, a main U.N. group for Palestinian refugees, led the work. Israel stopped UNRWA last year. They said Hamas members were working there. UNRWA has over 10,000 workers in Gaza. They said they quickly fire anyone who might be linked to fighters. UNRWA also said Israel has not shown them proof for their claims.
Juliette Touma, who speaks for UNRWA, explained that the organization reaches the most people. She added that it's very difficult to think of any humanitarian work happening without UNRWA.
Ruth James from Oxfam said we need big groups to help everyone. She said this needs time and knowledge. She also said that a new system that starts too fast, without knowing how to help people and without communities trusting it, won't be able to do this.
Huckabee asked UN groups and aid groups to be part of the new plan.
Jens Laerke, who works for the U.N. aid office, said on Friday that the U.N. told Israeli officials about their worries many times, but the officials did not listen. He also said that not much aid was stolen, which is different from what some people said.
The main problem is that many trucks with help are stopped every day and cannot enter Gaza. This is why there is a humanitarian crisis.
