Lawyers said on Wednesday that the US told some people who came to the country that they would be sent back to Libya. But these people are not from Libya. Also, there have been problems with human rights in Libya. A judge said that these people cannot be sent back until they have a chance to talk about it in court.
This legal problem is happening because the government wants to send many people away from the country. They want to send people who have moved here to countries where they were not born. For example, they sent people from Venezuela to a famous prison in El Salvador. This is a difficult example of sending people to a different country.
Sending people who have to leave the US to Libya, a country known for treating migrants badly, would be a big step in the government's plan for other countries to take people who are leaving the US.
A person from the U.S. government said on Wednesday that they planned to fly people who had moved to Libya using a military plane. But the person did not know the exact time the plane would leave. The person did not want to say their name because they were talking about military plans.
Immigration lawyers say some people from Asia were told by police they would be sent to Libya or Saudi Arabia.
Immigration officers in Texas gathered six people. They told them to sign a paper saying they had to go back to Libya. Lawyers and families of the people said this happened.
The lawyers wrote that when everyone said no, they were put in different rooms alone and had handcuffs put on to make them sign the paper.
For example, a lawyer for a man from the Philippines wrote to the immigration office in San Antonio. The lawyer said his client heard he would be sent to Libya. The lawyer wrote that his client was afraid to go to Libya and needed to talk to someone before being sent there.
The judge says people who came from other countries should have a chance to say why they should stay and not be sent back.
The lawyers went to court on Wednesday. They asked a judge in Massachusetts named Brian E. Murphy to help. He is in charge of a case against the government. The case is about sending people back to countries where they are not citizens.
He said in March that people cannot be sent away from their country, even if they have used all legal options, until they have a chance to explain that going back would be unsafe for them.
On Wednesday, he said sending people to Libya soon would break the court's rule. He also told the government to share information about the claims.
The government sent Venezuelans to El Salvador. They also sent people to Panama and Costa Rica, even if they were not from those countries.
When people are sent to a country that is not their own, it makes people ask many questions about their rights. This is especially true for people from El Salvador, and if they will be hurt again.
The Trump government said they are looking for other countries to send people who must leave the country. These are not just the three countries in Central America. On Wednesday, someone asked if Libya was one of these countries, but the government did not say much.
President Donald Trump asked questions to the Department of Homeland Security. The head of the department said she could not say if the news reports about sending people to Libya were true.
The government in Tripoli said on Wednesday that they did not agree with the US to take people who move from one country to another. But they said that maybe "some other groups" had agreed to take them.
It seems to be about the other government in the east of Libya. A strong army leader named Khalifa Hifter is in charge of this government. Libya has been divided for a long time, with two different governments, one in the east and one in the west. Armed groups and other countries help each government.
The army in eastern and southern Libya, led by Hifter, said they did not agree to take people who move from the U.S.
It said the Libyan army will not let the migrants enter the areas it controls, no matter why they want to.
Many reports show that migrants in detention centers in Libya have been treated very badly. People from the United Nations said they found proof of possible serious crimes, like killing, hurting people, forcing them to work, killing them outside the law, and sexual attacks.
Migrants told the news that people often hit and hurt them. They asked their families for money to let them go. Their bodies had marks from old and new injuries, like marks from guns and knives on their backs, legs, arms, and faces.
