Rain fell across parts of Texas and Louisiana on Tuesday as Tropical Storm Edouard moved toward the Gulf Coast, bringing the possibility of flooding as it was expected to strengthen significantly and possibly reach hurricane force, the National Hurricane Center warned.

Meteorologists anticipated that the storm would make landfall in Texas later on Tuesday before undergoing rapid weakening.

Concurrently, several disturbances were developing across the Pacific Ocean, among them Lowell, which had intensified to hurricane strength by Tuesday morning.

On Tuesday morning, Tropical Storm Edouard was situated approximately 30 miles (48 kilometers) south of Cameron, Louisiana, and 50 miles (80 kilometers) southeast of Port Arthur, Texas, boasting maximum sustained winds of 50 mph (80 kph) while advancing northwestward at a pace of 8 mph (13 kph).

The hurricane center indicated that Edouard was anticipated to deliver between 3 and 6 inches (8 to 15 centimeters) of rainfall along the Texas coast, extending through east-central Texas, though certain areas could receive as much as 9 inches (23 centimeters).

Southwestern Louisiana was projected to experience comparatively lower precipitation levels.

The hurricane center cautioned that flash flooding posed a significant threat in low-lying and urban areas.

Texas Governor Greg Abbott has indicated that the primary concern arising from the approaching storm is the potential for flooding.

“This marks the first major storm of the season, and I can assure you, Texas is fully prepared,” Orlando Alanis of the Texas Division of Emergency Management stated during a press briefing.

Crews labored on Monday to clear dry vegetation that could be ignited by a lightning strike and trigger rapidly spreading fires, Abbott said.

The hurricane center indicated that a storm surge ranging from 3 to 5 feet (1 to 1.5 meters) could materialize along a coastal stretch near the Texas-Louisiana border.

Meanwhile, the remnants of Tropical Storm Dolly brought rainfall and thunderstorms to parts of Haiti, the Dominican Republic, the Turks & Caicos, and the Bahamas, according to the hurricane center.

Newly formed Hurricane Lowell in the Pacific Ocean was positioned roughly 575 miles (925 kilometers) southeast of Hilo, Hawaii, on Tuesday morning.

The storm’s maximum sustained winds had escalated to 80 mph (130 kph).

Forecasters indicated that swells generated by Lowell were likely to affect portions of Hawaii starting Wednesday.

Tropical Storm Marie formed in the Pacific Ocean early Tuesday, well offshore of southwestern Mexico, and posed no immediate threat to land, according to the center.

Positioned approximately 400 miles (643 kilometers) southwest of Manzanillo, the storm boasted maximum sustained winds of 45 mph (72 kph) and was advancing northwestward.

Forecasters indicated that Marie was steadily intensifying and was projected to reach hurricane status by Wednesday night.

Elsewhere in the Pacific, Karina intensified into a hurricane on Sunday, propelled by warm waters far from any coastline.

By Monday, it had strengthened into a formidable Category 4 storm, though forecasters indicated on Tuesday that it was anticipated to weaken.

The storm, centered 1,280 miles (2,059 kilometers) west-southwest of the southern tip of Mexico's Baja California peninsula, carried maximum sustained winds of 140 mph (222 kph), yet posed no immediate threat to land, according to forecasters.

The story has been amended to rectify the misclassification of Dolly as a hurricane, specifying that it was in fact a tropical storm.
