Tropical Storm Edouard moved toward the Gulf Coast on Tuesday.
It brought rain to parts of Texas and Louisiana.
The National Hurricane Center warned it could get stronger.
It could become a hurricane and cause flooding.
The storm was expected to reach land in Texas later Tuesday.
Then it would get weak quickly.
On Tuesday morning, Edouard was about 30 miles south of Cameron, Louisiana.
It was also 50 miles southeast of Port Arthur, Texas.
Its top winds were 50 mph.
It moved northwest at 8 mph.
The center said the storm could drop 3 to 6 inches of rain along the Texas coast.
Some areas could get up to 9 inches.
Flooding was likely in low places and cities.
Texas Gov. Greg Abbott said flooding was the biggest problem.
Orlando Alanis of the Texas Division of Emergency Management said Texas was ready for the first big storm of the season.
Crews worked Monday to clear dry plants.
Lightning could start fires in them.
A storm surge of 3 to 5 feet was possible near the Texas-Louisiana border.
Elsewhere, the remains of Tropical Storm Dolly brought rain to parts of Haiti, the Dominican Republic, the Turks & Caicos, and the Bahamas.
Hurricane Lowell formed in the Pacific Ocean.
It was about 575 miles southeast of Hilo, Hawaii.
Its winds were 80 mph.
Tropical Storm Marie also formed in the Pacific.
It was off southwest Mexico.
It was expected to become a hurricane by Wednesday night.
Hurricane Karina was a strong Category 4 storm.
It was getting weak and not threatening land.
