Markwayne Mullin became Homeland Security secretary. Kristi Noem was fired. He said he would keep the department out of the news. But in less than a week, three people died with ICE officers. This is Mullin's first big test.

Mullin must balance pressure from the White House. It wants mass deportations. Congress wants answers. He also needs to calm American cities. People are angry about the deaths. Democratic Rep. Seth Magaziner said Mullin is "back on the goddamn front page now."

Mullin is quieter than Noem. He does not join immigration raids. ICE does not do big operations now. It does not use warehouses for detainees. But arrests continue. ICE arrested 10,000 people in five days in late June.

ICE officers shot and killed people in cars. This happened in Houston and Maine. A man died in a car crash in Florida. He was running from officers. Mullin did not talk about the deaths in public. After the second shooting in Maine, ICE stopped most vehicle stops. Then Trump said the agency must keep using traffic stops. Mullin later said he and the president are "on the same page."
