For President Donald Trump, getting a free replacement for Air Force One from Qatar is a very easy decision.
"I would definitely accept an offer like that," the Republican told reporters on Monday. "It would be foolish to refuse a free, very expensive airplane."
Critics worry that the plan could change a global symbol of American power into something with many problems related to ethics, laws, safety, and spying.
"This is something new," said Jessica Levinson, a law expert at Loyola Law School. "We haven't tried these things before."
Trump tried to reduce the disagreement by saying he would not use the free Boeing 747 after his presidency. He said the $400 million plane would be given to a future presidential library. This is similar to how the Boeing 707 President Ronald Reagan used was stopped from flying and shown in a museum.
"The information would go straight to the library when I am no longer president," Trump stated. "I would not keep it or use it myself."
However, that action did not do much to stop the controversy about the plane. Democrats are still angry together, and even some people who support the Republican president are worried.
Republicans in Congress have also said they have some questions about the plan.
"I think it would be best if Air Force One was a big, nice plane made in the United States," said Senator Josh Hawley from Missouri.
Kentucky Senator Rand Paul said clearly that he did not think Trump should take the plane. He said it 'doesn't look or feel right.' When a reporter asked if there were legal problems, he just shrugged.
Trump will probably have to answer many questions about the plane when he travels to the Middle East soon, including a visit to Qatar.
The two planes used as Air Force One are almost 40 years old, and Trump wants to replace them. While he was president, he showed a model of a new large plane in his office. This model had a new colour design similar to his own plane, using red, white, and dark blue.
Boeing has been working on changing 747 planes that were first made for a Russian airline that closed down. But this project has been delayed for almost ten years because of several problems. These problems include a main company they worked with going bankrupt and it being hard to find and keep skilled workers who can get the necessary security permission.
The new planes won’t be ready until close to the end of Trump’s time in office, and he’s tired of waiting. He called the situation “a complete disaster,” and he has said that Air Force One is not as good as the planes used by some Arab leaders.
"It's a completely different scenario," he remarked.
Trump said Qatar, which has the biggest US military base in the Middle East, offered a plane to use while the government waited for Boeing to finish.
"We distribute complimentary items," he stated. "We'll also acquire one for ourselves."
He got angry when people suggested he should say no to the plane, saying the possible gift was like getting unfair advantages in golf.
“When they let you have a short putt, you take the ball and go to the next hole, saying, ‘Thank you very much,’” he said.
Senate Majority Leader John Thune from South Dakota was not sure about it.
The Republican representative told journalists, "I understand why he is frustrated. They are very late in providing the next Air Force One aircraft. I am not sure if this is the correct answer or not."
Is the safety of the new aircraft guaranteed?
People have called the Qatari plane a "palace in the sky" because it has luxury rooms and the best quality materials.
However, safety is the most important thing for presidential travel. The Air Force One planes we use now were specially built around the end of the Cold War. They are protected from a nuclear explosion and have many safety features, like systems to stop missiles and a small hospital inside. They can also refuel in the air if needed, but this has never happened with a president on the plane.
A former US official who knew about the Air Force One replacement plan said that while it might be possible to add some features to the Qatari plane, it would not be possible to add all the necessary features quickly.
The official, who did not want their name used because the program was sensitive, said it would be risky for presidents to fly on that kind of plane.
A main part of Air Force One is its great communication systems. These systems allow the President to use the plane like a moving control center to handle problems anywhere in the world.
However, on September 11, 2001, Republican President George W. Bush had problems with communication. Because of this, he ordered big technology improvements in the years after to help the president follow events and talk to people around the world.
Boeing is changing the new planes it is building. They are taking out the old wires and putting in special protected wires. They are also adding secret security and communication systems to the planes.
Because a president needs to communicate clearly and safely, some people worry that Trump could make things less safe by changing the Qatari jet too quickly.
William Evanina, who was the director of the National Counterintelligence and Security Center when Trump was president the first time, wrote on social media that it will take years to take the plane apart and look for spy devices.
He said the plane should just be thought of as "a nice old plane for a president, like something you see in a museum."
Is all of this allowed by law or is it right to do?
Even for a president who often mixes his public job with his private business, Trump's plans to get a very big plane as a gift has surprised people in Washington.
The Constitution says that government officials cannot take valuable things or gifts from other countries unless Congress agrees.
"This is a clear example of what the people who started the country were worried about," said Richard Painter, a law professor and former government ethics adviser. "But I don't think they thought it would become this serious."
The White House press secretary, Karoline Leavitt, told Fox News on Monday that they are still deciding the details of the donation, but they will follow the law completely.
She said it was not true that Qatar wanted to influence Trump.
She said, "They know President Trump, and they know he only thinks about the interests of the American people when he works."
During his first term, Trump had a legal problem because he allowed lobbyists, businesspeople, and diplomats to stay at his hotel in Washington D.C. His lawyers said that the law was not created to stop payments for services like hotel rooms, but only for actual gifts. However, some lawyers who studied ethics did not agree, and people were not sure if countries like Kuwait, Saudi Arabia, and the Philippines paid the usual price or more when they used the hotel.
During his second term, Trump's family business did a lot of work abroad. In December, they agreed to build two properties in Riyadh with a Saudi company. This company had worked with them before on a golf resort and homes in Oman. Also, in Qatar, the Trump Organization recently announced a new resort by the sea.
Four Democratic senators on the Foreign Relations Committee—Brian Schatz, Chris Coons, Cory Booker, and Chris Murphy—said that Trump’s plan is a conflict of interest, causes national security problems, lets foreign countries have influence, and hurts public trust in our government.
They said that everyone must obey the law, even the president.
