Some Republicans in the House are changing their minds about cutting the Medicaid program a lot. Other Republicans don't want to take away cheap health care from the people they represent.
A new report says millions of Americans might lose their health insurance because Republicans want to save money.
The CBO report said that if they chose any of those options, fewer people would be in Medicaid, and more people would not have health insurance.
The results made people unsure if the leader of the House, Mike Johnson, could pass the bill President Trump likes before his own deadline in May.
People in the government are worried, especially about the economy because of Trump's plans. This includes the trade war, which could make things more expensive, leave shops empty, and cause people to lose their jobs everywhere. Their main plan is to keep the tax cuts from 2017, which end this year. But they want to cut spending in other areas to help pay for it and stop the country's debt from growing.
All week, Johnson met with groups of Republicans in private. He met especially with moderate Republicans from areas where elections are very close. These Republicans said that big spending cuts would hurt the people in their areas.
Democrats liked the report they asked for.
This report from the government budget office shows that what we said is true: the Republican plans for healthcare mean that millions of people will lose their healthcare.
Republicans in the House of Representatives said after a meeting that they would not try to change some of the most talked-about changes to how the government helps states pay for healthcare.
Representative Jeff Van Drew from New Jersey said the changes to healthcare for poor people will not happen.
Republican politician Nick LaLota said Trump does not want to cut healthcare for poor people (Medicaid). But LaLota said many Republicans now want to cut other parts of Medicaid.
LaLota had other ideas. He said people who get healthcare help should work. He also said people should show they need help two times a year, not just one time. And he said people in the U.S. without legal papers should not get this help.
But some Republicans want to cut spending more because they worry about big debts from tax cuts.
Medicaid is a program that states and the government work on together, and it helps 71 million adults.
Republicans are thinking about ways to spend less government money on the program. One way is to pay less for people's health care. Sometimes the government pays up to 90%.
They are also thinking about how much money the government should spend on each person in the Medicaid program, but fewer politicians seem to support that idea now.
The CBO said these changes could save a lot of money, but about 10 million people might lose their health insurance.
It looks like those plans are not going to happen.
But Republicans might still change Medicaid in other ways. For example, they might limit how much states can tax health care companies. This could save a lot of money, billions of dollars. But a report said that about 8 million people might lose their health insurance because of this.
