SEOUL, South Korea (AP) — South Korean officials, addressing the media on Wednesday, sought to allay concerns surrounding a Czech court's interlocutory injunction temporarily halting a monumental $18 billion undertaking wherein South Korea is poised to construct two nuclear reactors within the Czech Republic, characterizing the development as a transient impediment whilst simultaneously voicing unwavering conviction that the gargantuan transaction will ultimately culminate in a successful execution.
A South Korean consortium, fronted by the state-backed Korea Hydro and Nuclear Power, had anticipated consummating the agreement this week with a CEZ subsidiary, the preeminent electricity purveyor in the Czech Republic; nonetheless, a Czech judicial body has enjoined CEZ from executing the indenture pending its adjudication of a grievance lodged by the French entity EDF, which was outbid by the South Koreans.
South Korean Industry Minister Ahn Dukgeun, briefing reporters in Prague, intimated that the court's ruling would solely impede the formal contractual execution, with all other requisite procedures anticipated to transpire according to the established timeline, contingent upon the ultimate consummation of the transaction. He further remarked that the Czech government was unequivocally taken aback by the court's determination to temporarily suspend the accord, and that CEZ intends to lodge an appeal.
The precise timing of the Czech Supreme Administrative Court's adjudication on the aforementioned appeal remains indeterminate.
Ahn recounted, “The Czech government, evidently not perceiving EDF’s assertions as critically salient, extended an invitation for the prearranged signing ceremony.” He continued, stating, “The Czech government’s assessment appears to have diverged considerably from the court’s judicial determination.”
Czech Prime Minister Petr Fiala affirmed his government's deference to the court's ruling on Wednesday, subsequently expressing his conviction that "the judiciary and the court apprehend the profound gravity of this determination and its ramifications for the security of the Czech Republic and our intrinsic national interests."
Lee Ju-Ho, the Republic of Korea's interim head of state, articulated Seoul's commitment to maintaining a rigorous nexus of communication with Prague, thereby facilitating the expeditious culmination of the agreement.
In July, CEZ designated KHNP as the favoured contender over EDF for the construction of twin 1,000-megawatt nuclear reactors at the Dukovany facility; EDF lodged a judicial protest the preceding week following the Czech Republic’s competition watchdog's dismissal of its challenge concerning the tendering procedure.
Prior to his recent removal last month, precipitated by a December imposition of martial law that ultimately proved ill-fated, the erstwhile conservative South Korean President, Yoon Suk Yeol, had committed to a significant augmentation of the nation's nuclear power export capabilities, contending that these had languished during the tenure of the preceding liberal administration's drive to diminish indigenous reliance on nuclear energy. The Yoon government had articulated a target of facilitating the exportation of ten nuclear power reactors by the advent of the year 2030.
