In a move underscoring the persistent tariff frictions with the United States, China announced on Wednesday the appointment of Li Chenggang as its chief international trade negotiator.
The government has declared the investiture of Li Chenggang as the successor to Wang Shouwen, who participated in the 2020 Sino-American trade accord deliberations.
The world's two largest economies are progressively escalating tariffs on each other's commodities in the wake of the United States' imposition of elevated duties on numerous nations, with China facing a punitive 145% levy on exports bound for the U.S., in contrast to the 90-day reprieve granted to most other countries regarding the bulk of their tariffs.
Early Wednesday, the People's Republic of China promulgated that its economy had burgeoned at an annualized rate of 5.4 percent from January through March, asserting this growth was buttressed by robust exports; notwithstanding, analysts prognosticate a significant deceleration for the world's second-largest economy in the forthcoming months, contingent upon the impending imposition of tariffs on Chinese imports by the United States.
Exports are substantively contributing to China's projected 5% annual growth trajectory for 2024, aligning with the official target posited at approximately 5% for the current fiscal period.
Beijing underscored its resolve to keep its markets amenable to trade and investment, concurrently imposing a sweeping 125% tariff on goods imported from the United States in an overt countermeasure against Washington.
国家統計局の盛来運報道官は、これらの関税が短期的には中国経済に一定の圧迫をもたらす可能性を認めつつも、長期的な成長軌道を根本的に狂わせるものではないとの見解を記者団に表明しました。
The rationale behind China's decision to replace its negotiating counterpart remains opaque; however, this alteration transpires amidst Beijing's pronouncements that it possesses a panoply of expedients to countermand Washington's manoeuvres, encompassing greater reliance on its colossal internal market of 1.4 billion denizens and fostering closer ties with European nations and countries within the Global South. Nevertheless, it is simultaneously underscored that substituting American consumers poses a formidable challenge, given the persistent lassitude of China's domestic consumption.
Concomitantly, China imposed more stringent export restrictions on materials, including rare earth elements, integral to the production of high-technology goods, aerospace components, and defense systems.
Prior to this fresh appointment, Li had discharged the role of Chinese Ambassador to the World Trade Organization (WTO) for approximately four and a half years, a tenure marked by his instrumental support for Beijing's position in its tariff dispute with the United States, as articulated before that body which governs global commerce.
Furthermore, his curriculum vitae encompasses a tenure as the Deputy Permanent Representative of the Chinese Delegation to the United Nations Office in Geneva and other international organizations domiciled in Switzerland.
His curriculum vitae also notably encompasses tenures as Assistant Secretary of Commerce and as Director of the Treaty Law Division within the same department.
