In the Philippines, people with problems in court can try to be leaders. They can do this if a court did not say they did something wrong.
Duterte may be mayor in Davao again. He was president before. He was mayor for many years before. But he is in prison now. How can he be mayor from prison?
Many people in the Philippines will vote.
