Vietnam commemorated the quincentennial of the cessation of hostilities with the United States and the genesis of its contemporary polity on Wednesday, featuring a martial procession and underscoring a trajectory towards pacificity.

The culmination of the protracted conflict, symbolised by the capitulation of Saigon on 30 April 1975, brought about the cessation of Vietnam's bifurcation into the communist North and the American-aligned South, prompting the nation's preeminent figure to declare before assembled multitudes that the preceding decades had inexorably engendered a progressive consolidation of national cohesion.

“All Vietnamese trace their lineage to Vietnam, and they are unequivocally vested with the rights to domicile and employment, and to the unhindered pursuit of felicity and affection within the nation's bounds,” declared To Lam, the General Secretary of the Vietnam Communist Party.

He further expounded, "Impelled by a spirit of reckoning with the past, honouring disparities, and striving for the future, the collective party, populace, and military are unequivocally committed to forging a Vietnam distinguished by peace, unity, prosperity, and progress."

To secure an optimal vantage point for the forthcoming procession, myriad individuals established overnight encampments along the thoroughfares of the erstwhile South Vietnamese capital, subsequently christened Ho Chi Minh City following its capitulation to the combined forces of North Vietnamese and Viet Cong troops. A significant portion of these individuals remained on the streets well into the afternoon, engaging in al fresco repasts whilst anticipating the evening's scheduled drone and pyrotechnic displays.

The ubiquitous red and yellow of Vietnam's national flag permeated the urban landscape – emblazoned on facades, painted on the countenances of enthusiastic adolescents, and adorning the attire of compatriots who had converged upon the city from every corner of the nation.

"Now is the time for peace," declared spectator Nguyen Thi Hue, a denizen of the city. "Peace constitutes the universal aspiration of all humanity."

One float was consecrated to the mythical Lac bird, Vietnam’s emblem, whilst another displayed a likeness of Ho Chi Minh.

Troops from China, Laos, and Cambodia paraded behind Vietnamese army formations, with some personnel attired in uniforms resembling those donned by North Vietnamese troops during the conflict. Helicopters bearing the national colours and jet aircraft conducted flypasts over the parade in proximity to Independence Palace, the very location where a North Vietnamese tank breached the gates on the war's ultimate day.

The populace, congregated beyond the barricades and at strategic street intersections where colossal screens had been erected, immersed themselves in the grandiloquent spectacle. With mobile devices elevated and gazes riveted, individuals gesticulated and vociferously applauded the parading soldiery, whilst those domestically ensconced huddled solicitously over their television apparatuses.

Flanking the Vietnamese paramount were Cambodia’s erstwhile pre-eminent figure, Hun Sen, and the Secretary-General of the Lao People's Revolutionary Party, Thongloun Sisoulith.

To Lam posited that, transcending a mere martial triumph over the United States and South Vietnam, the capitulation of Saigon constituted a “glorious landmark” culminating a three-decade-long struggle for national sovereignty initiated with the campaign to expel French colonial forces.

He posited that Vietnam's contemporary global standing is fundamentally attributable to the succor extended by the Soviet Union and China, the unwavering solidarity evinced by Laos and Cambodia, and the backing of "progressive" elements globally, including within the United States.

Nguyen Khac Giang, an analyst at Singapore’s ISEAS–Yusof Ishak Institute, posited that Vietnam's pivot towards emphasising reconciliation over the historical focus on military triumph evinced a strategic realignment with contemporary global economic and geopolitical shifts. He further elaborated that the Vietnam War remains an axis around which the Communist Party constructs its legitimacy, presenting it not merely as a martial apotheosis but as an emblem of national cohesion. However, To Lam's recent pronouncements underscored the ongoing, and indeed, incomplete nature of this process of reconciliation.

The war continues to delineate Vietnam’s cohesion, alongside its lingering schisms, Giang remarked.

For Pham Ngoc Son, a veteran of the Viet Cong, the contemporary relationship between the United States and Vietnam admits of “only space for peace and amity”.

“Hostilities have long since ceased,” averred the septuagenarian who, throughout the conflict, functioned as a military transport operative, conveying personnel and matériel from the northern to the southern theatre via the Ho Chi Minh trail — the clandestine logistical artery employed by North Vietnam.

This year also commemorates the tertiary decade of diplomatic amity between Vietnam and the U.S.

In 2023, Vietnam elevated its diplomatic ties with the United States to the echelon of a comprehensive strategic partner, the apex of its hierarchical classification of international relationships, thereby attaining parity with its existing linkages to China and Russia.

Nevertheless, burgeoning signs of friction have emerged within the entente with Washington, particularly following President Donald Trump's imposition of prohibitive tariffs and the wholesale annulment of significant foreign assistance, the ramifications of which have impaired post-bellum remediation endeavours in Vietnam.

Vietnamese functionaries assert that the nexus with the United States is deeply rooted in American endeavours to expunge the indelible scars of conflict, encompassing Agent Orange despoliation and the latent menace of unexploded ordnance across rural expanses, which continue to imperil human existence.

The future viability of those projects is now imperilled due to the Trump administration's sweeping budgetary retrenchments impacting USAID.

Furthermore, the export-dependent nation is intrinsically susceptible to disruption within a global economy rendered brittle by the spectre of Trump's proposed tariffs.

Vietnam faced retaliatory tariffs of 46%, among the most considerable, which, according to Huong Le-Thu from the International Crisis Group, casts considerable doubt on the strategic objectives the United States is pursuing in Asia.

Previously, close ties with Washington have buttressed Vietnam's calibrated approach to its interactions with its considerably larger and more potent neighbour, China, she asserted.

Vietnam, alongside the Philippines, stands as a key protagonist embroiled in direct confrontations with China stemming from irreconcilable maritime claims within the South China Sea.

A singular focus on economic rather than strategic competition risks relegating Vietnam and other Southeast Asian states to a position of reduced salience in the geopolitical calculus of the United States.

"The evolution of the new administration's strategic calculus concerning the Indo-Pacific, and the consequent positioning of states such as Vietnam within that framework, remains contingent," she asserted.

In Washington, State Department spokeswoman Tammy Bruce on Tuesday parried inquiries regarding reports alleging the Trump administration had dissuaded diplomats from partaking in anniversary events, stating, "I am not at liberty to discuss alleged directives."

The Embassy in Hanoi communicated the attendance of Susan Burns, the U.S. Consul General in Ho Chi Minh City, at the gathering, a notable divergence from the conspicuous absence of U.S. Ambassador Marc E. Knapper.

Approximately 13,000 individuals, encompassing military contingents, irregular forces, former service members, and residents, participated in the procession, the trajectory of which followed the principal thoroughfare culminating at the Independence Palace before diverging into the urban arteries and passing the U.S. Consulate.

A video depicting Chinese troops in rehearsal performing the emblematic song “As If Uncle Ho Were With Us on Victory Day” attained extensive social media circulation, following a visit to Vietnam earlier that month by Chinese leader Xi Jinping, purportedly aimed at projecting the nation as a bulwark of stability, particularly when juxtaposed with Trump.
