Investigators are still trying to find out why an Amazon cargo plane went past the runway in Miami on Sunday.
Five people on the ground died.
The Boeing 767 hit a van with a cleaning crew inside.
The van was on airport land.
Then the plane broke through a fence.
It hit an SUV on a public street.
Five people in the van died.
Two other people lived.
The pilot and co-pilot also lived.
The plane was landing after a two-hour flight from Puerto Rico.
Storms were near the airport.
The plane went about 1,300 feet past the end of the runway.
Jennifer Homendy is the chairwoman of the National Transportation Safety Board.
She called the scene "utter devastation."
She said jet fuel was still around the wreckage 24 hours later.
Experts looked at video.
They said a strong tail wind likely pushed the plane far down the runway.
The plane stayed in the air.
It did not lower its nose to land.
It is not clear why the pilot did not stop the landing.
Air traffic controllers did not change the approach direction.
They did not let the plane land into a headwind.
The crash closed the airport for hours.
More than 225 flights were canceled.
The five victims worked for Professional Ocean Service Corp.
It is a plane-cleaning company.
Amazon said it is helping with the investigation.
The NTSB will look at the jet's history.
It will look at maintenance records.
It will look at operations by 21 Air, the cargo carrier that flew it.
The agency will also look at the lack of a runway safety system.
Miami does not have this system.
Homendy said such systems must be put in place.
This will stop future tragedies.
