An Immigration and Customs Enforcement officer was released from a jail in Texas on Thursday.

He is charged with shooting a man in Minneapolis.

The release happened after a judge refused to order his return to Minnesota.

Christian Castro left a detention center in Brownsville at dawn.

Then he drove off in an SUV.

Castro faces charges in Minnesota.

The charges are for assault and falsely reporting a crime.

He is accused of firing through a front door on Jan. 14.

He shot 24-year-old Julio Cesar Sosa-Celis in the leg.

Prosecutors say Castro also made a false claim.

He said Sosa-Celis and another man attacked an ICE officer.

Minnesota authorities arrested Castro on May 29.

They have asked for his return since then.

Under Texas law, he had to be released after 90 days of detention.

This was unless he was sent back to Minnesota.

U.S. District Judge Fernando Rodriguez Jr. ruled that the case was not ready for court action.

He said Minnesota could not prove that Texas Gov. Greg Abbott had already broken extradition laws.

Minnesota Attorney General Keith Ellison accused Abbott of making Texas a safe place for violent criminals.

Abbott answered by calling Minnesota lawyers unprepared and uninformed.

Minnesota officials say Castro could run away to Mexico.

They point to his jail calls to a woman there about buying a house.

The judge knew about the risk.

But he said the threat alone was not enough for court action.
