A big book, Merriam-Webster, says "86" means "throw away." It can also mean "no service." The book says "86" can mean "kill," but it is new and not used much.

The post is gone now. Comey said, “I put a picture of shells on the beach. I thought it was just a picture. I did not know some people think it means something bad.”
