On Thursday, European Union regulators said TikTok broke the rules for digital content. They said TikTok doesn't clearly show users why they see certain ads.

The EU Commission looked at TikTok and said their ad library doesn't meet the rules of the Digital Services Act.

The committee said that a database of ads is very important for researchers. It will help them find fake ads, campaigns that mix different threats, organized information campaigns, and misleading ads. They also said this is important "especially when it involves elections."

The committee said TikTok doesn't give enough information about its ads. They don't say what the ads are about, who they are for, or who pays for them. Because of this, it's hard to search for ads properly and the tool is not very useful.

TikTok said they are looking at the committee's report. They are still working hard to follow the rules of the DSA.

"우리 회사는 광고를 더 잘 보여주는 도구를 계속 만들고 있고, 규칙의 목표에는 찬성합니다. 하지만 위원회의 몇 가지 설명에는 동의하지 않습니다. 그리고 위원회가 명확한 설명 대신에 초안으로만 알려주는 것이 아쉽습니다."

Henna Virkkunen, who is in charge of technology, security, and democracy, said that a problem in the advertising database makes it difficult to "fully check" the risks of the advertising targeting system.

TikTok can share its thoughts with the committee before they make a final decision. This decision could mean TikTok has to pay a fine, up to 6% of their yearly global sales.

TikTok is also being looked at by the EU. This is because there were problems with the election in Romania last year, and people think TikTok didn't handle things well. They are checking if TikTok did enough to stop problems like breaking election rules and if Russia interfered.
