Markwayne Mullin became Homeland Security secretary.

Kristi Noem was fired before him.

But in less than a week, three people died.

They died with ICE officers.

This is Mullin's first big test.

Mullin must balance pressure from the White House.

He also needs to calm cities in America.

People are upset about the deaths.

Democratic Rep. Seth Magaziner said Mullin is "back on the goddamn front page now."

Mullin acts more quietly than Noem.

He did not join immigration raids.

ICE stopped big public operations.

It also stopped a plan to use warehouses for people.

But arrests continue.

ICE arrested 10,000 people in five days.

ICE officers shot and killed people in cars.

This happened in Houston and Maine.

A man died in a car crash in Florida.

He was running from officers.

Mullin did not talk about the deaths in public.

After the second shooting in Maine, ICE stopped most vehicle stops.

Then Trump said the agency must keep using traffic stops.

Mullin later said he and the president are "on the same page."
